A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Licensing noted that children's lunches/snacks that require refridgeration are held in the program fridge, however, there is no thermometer to measure the temperature.

Corrective action. Manager stated she will get a thermometer for the fridge.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Licensing reviewed 5 children's files of which 2 were missing the name and number of an emergency contact

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Licensing reviewed 3 staff files of which all 3 were missing a validation

Corrective action. Manager will validate the certificates and put print out in files

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. Licensing reviewed 3 staff files of which 1 was missing references.

Corrective action. Manager stated she will ask staff for references.

Observation. Licensing reviewed 3 staff files of which 1 was missing the person's work history.

Corrective action. Manager will obtain the work history from the staff.

A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.

Observation. During the routine inspection licensing verified the water temperature for the bathroom sink and kitchen sink where the children were observed to have their hands washed. The water of both sinks was noted to be 67.9 degrees Celsius. Children were observed to be supervised by staff when washing hands. Water was controlled by staff when children were having their hands washed. The water temperature was identified on an inspection in 2020. This is a repeat contravention.

Corrective action. Please ensure the water temperature is at or below 49 degrees Celsius.

A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.

Observation. During the routine inspection it was noted that the facility did not have an Active Play and Screen Time policy. Manager stated that they do not offer screen time to children.

Corrective action. Please ensure an Active Play and Screen Time policy is made available to staff and parents.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. During the routine inspection 8 children's files were reviewed and one child's file was missing the following items: - doctor's name and phone number - emergency contact person Manager said that the family is new to Canada and do not have a family doctor.

Corrective action. Please ensure all children's files are complete.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. During the routine inspection 8 children's files were reviewed and one child's file was missing an MSP number. The manager said the family are from a different country and do not have an MSP number.

Corrective action. Please ensure all children's files are complete.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. During the routine inspection 3 staff files were reviewed and all 3 staff files were missing a record of immunization. Manager said she was not aware a record of immunization was needed. Licensing provided education and provided a copy of the Fraser Health Employee Immunization form via email.

Corrective action. Please ensure all staff files are complete.

A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.

Observation. During the routine inspection it was noted that the fire extinguisher was overdue for inspection.

Corrective action. Please ensure that the fire extinguisher is serviced annually.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Licensing observed a shelf in poor repair. The shelf had chunks of wood missing on the top and it was taped using clear packing tape at various parts. Manager stated they were going to replace the shelf.

Corrective action. Please ensure that the furniture and equipment within the community care facility are clean and in good repair while children are in attendance.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Licensing observed a black set of drawers stored against the wall of the facility. The set of drawers were not secured and there is the potential it could tip over causing a child or adult to be injured.

Corrective action. In discussion with the Licensee the set of drawers were temporarily located against the wall of the facility. The Licensee will make the drawers inaccessible to the children.

A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.

Observation. Licensing noted the hot water at the children's washroom hand basin was over 49'. Water above 49' has the potential to cause scalding especially for young children.

Corrective action. The Licensee will need to reduce the hot water temperature where children wash their hands to 49' or lower.

A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].

Observation. Upon review of a staff file that was previously identified as having a RCMP criminal record clearance the file contained a criminal record clearance letter addressed to another employer/agency (previously identified as a contravention on May 2, 2019 - facility inspection report #SMOY-BBSP4Z). The Licensee must have a criminal record clearance letter addressed to them from the Criminal Records Review Agency.

Corrective action. During the inspection the Licensee said they applied to have the letter addressed to another agency/employer shared with them. The application was conducted earlier this month via regular mail as the Licensee doesn't have an account set up with the Criminal Records Review Agency. Licensing discussed with the Licensee about having an account to assist them in processing any applications for a criminal record clearance letter.
