- LICENSING
A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager. Observation (CORRECTED DURING INSPECTION): The previous manager's name is still displayed conspicuously.
10050 - CCLR s.11(1) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. The manager explained that all 4 rooms practice the annual emergency drill; however it is not documented anywhere.
Corrective action. In addition to documenting monthly fire drills, annual emergency drills must also be documented.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation. CCFL reviewed 12 children's files & found that 2 lacked a photo.
Corrective action. All requirements of s.57(2) are required by children's 1st day of care. Photos aid 1st responders in the event of an emergency.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility. Observation (CORRECTED DURING INSPECTION): CCFL reviewed 12 children's files & found that 1 lacked her enrolment date.
19080 - CCLR s.57(2)(b) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. A new employee's CRC is addressed to their previous organization.
Corrective action. This employee's CRC must be shared w/ this licensee. In the meantime, this employee cannot work alone w/ children.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. Licensing observed that the facility license and the Manager’s name were displayed inside the staff office, which was not accessible to anyone other than staffs.
Corrective action. The Manager said she will display both license and manager name in a prominent place.

Observation. A fire drill/emergency drill record observed. The Manager confirmed emergency drill was done within the last 12 month, but it was not recorded.
Corrective action. The Manager said she will ensure to record date and time when an earthquake drill is practiced.

Observation. A staff member's behavioural guidance was inappropriate when she restrained a child on her lap and held his face to keep his head still.
Corrective action. Licensing is requiring a written response to address the contravention.

- EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation. The following was observed during the inspection: -A large metal cart with sleep mats was partially blocking the emergency exit. -Several shelves were placed close to the front door of one of the rooms and this made the corridor to the entrance of the facility much smaller. This was corrected during the inspection.
Corrective action. Please ensure furniture and equipment are not blocking or partially blocking an exit.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following: -Loose cords under a light table -Plastic bags under the sink in the washroom.
Corrective action. Please ensure a healthy and safe environment is provided at all times to the children in care
11010 - CCLR s.13(1) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility. Observation (CORRECTED DURING INSPECTION): Licensing observed that one staff certificate was not posted in the facility.
Corrective action. Please ensure staff certificates are posted in a prominent place.
10070 - CCLR s.11(4) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation. During the inspection Licensing observed an item with a natural product number (NPN) in a child's cubby. Written permission from the parents or guardian is required prior to application.
Corrective action. Please ensure to receive written permission prior to applying items with an NPN or a drug identification number (DIN) to a child.
16010 - CCLR s.53(1)(a) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed the emergency supplies for the facility. Food and water was observed. More supplies are required as outlined in the facility emergency policy
Corrective action. Please ensure sufficient supplies are added to the emergency evacuation kit to be prepared in case of an emergency.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. The children's records were reviewed. One children's record was missing an emergency contact other than the parents.
Corrective action. Please ensure children's records are complete
19100 - CCLR s.57(2)(d) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Immunization status was not obtained for three employees.
Corrective action. Please ensure staff records are complete.

Observation. During the inspection Licensing reviewed the staff records. One staff record was missing a criminal record check (CRC) completed by the Criminal record review program.
Corrective action. Please ensure CRC's are completed through the Criminal Record Review Program.
