A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. A record of emergency plan was not completed

Corrective action. Ensure that the emergency plan is practiced and recorded at least once per year.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. An attendance record was observed but it did not include children’s absence/arrival/departure times.

Corrective action. The Manager said she will develop an attendance sheet that includes children’s absence/arrival/departure times.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Two staff files were reviewed. One staff’s criminal record check was not site specific, instead, it was a copy addressed to another organization.

Corrective action. The Manager said she will obtain a site-specific criminal check for the staff

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Upon reviewing two staffs’ files, one staff file was missing immunization status.

Corrective action. The Manager said she will obtain immunization status from the staff.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Two staff files were reviewed, one staff’s ECE certificate was not validated by using the system maintained by the ECE Registry.

Corrective action. The Manager said she will ask the Director to verify the ECE certificate through the system maintained by the ECE Registry.

A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency. Observation (CORRECTED DURING INSPECTION): During the inspection Licensing observed a Montessori board was partially blocking an exit. Items blocking an exit is a repeat contravention from inspection #CLAN-CBMP2Y

Corrective action. Please ensure items are not placed in a way that blocks or partially blocks the emergency exit

A licensee may use the same outdoor play area at the same time for more than one care program if the care programs are of the same type as prescribed in Column 1 of section 1 of Schedule E. Observation (CORRECTED DURING INSPECTION): The facility shares the outdoor play area with two other facilities. A schedule for outdoor play has been established and agreed upon by the three facilities. During the inspection children from the preschool program went into the outdoor play area. Another program that provides group care (30 months to school age) were present in the space. Children from both facilities played together on the climbing equipment for a brief period. The children in the 30 months to school age program were advised by a staff to stay in only one area. Licensing spoke to the staff in the 30 months to school age program and the children and staff left the outdoor play area.

Corrective action. Please ensure to complete a playground check prior to playing in the outdoor play area. Please ensure ongoing communication is maintained between facilities if changes are made to the outdoor play schedule.

Observation. One child was missing a date of enrollment. This is a repeat contravention from inspection #CLAN-CNFQP4

Corrective action. Please ensure children's records are complete.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. During the inspection Licensing reviewed the staff records. One staff record was missing a character reference and one staff record was missing 2 character references. This is a repeat contravention from inspection #CLAN-CNFQP4and #CLAN-CBM2PX

Corrective action. Please ensure staff records are complete.

Observation. Licensing observed that the sink in the washroom had paint chips and the wood was exposed. This could be difficult to clean and disinfect. This is a repeat contravention from inspection #CLAN-BHNR4A and #CLAN-CBMP2X

Corrective action. Please ensure the facility is in good repair.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. During the inspection Licensing observed the following: -Two staff bags at the children's level on the floor. This could cause a potential hazard. This was corrected during the inspection. -A loose cord was observed. This is a repeat contravention from inspection # CLAN-BUUTCJ

Corrective action. Please ensure a healthy and safe environment is provided at all times to the children in care.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Five children's records of five were reviewed. One child's record was missing a doctor's number. This is a repeat contravention from inspection # CLAN-CBMP2X

Observation. During the inspection 5 children's records were reviewed. Two children's records were missing the date of enrollment.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Three staff records were reviewed. One staff record was missing a Criminal record check (CRC). An application for a CRC was observed on file.

Corrective action. Please ensure the staff CRC is processed and the result is received prior to the staff commencing work at the facility.

Observation. Three staff records were reviewed. One staff record had only one reference. This is a repeat contravention from inspection # CLAN-CBM2PX

Corrective action. Please ensure staff records are complete.

Corrective action. Please ensure the emergency exit is not blocked with furniture, equipment and supplies to ensure it is clear in the event of an emergency.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. Licensing observed rust at the bottom of the outdoor lower chain fence. This is a repeat contravention from inspection #CLAN-BUUTCJ. Please provide active supervision in the outdoor area until this is completed.

Corrective action. Please ensure children do not have access to any objects or substances that are hazardous to their health and safety.

If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.

Observation. A care plan was observed for the facility. A child's emergency medication was expired and there was no permission to administer medication for an additional emergency medication.

Corrective action. Please ensure emergency medication is not expired to comply with the care plan and that permission to administer emergency medication is received.

A licensee, other than a licensee providing a care program described as Occasional Child Care, must provide each child with daily outdoor play periods unless weather conditions would make it unreasonable to do so. (4) Despite subsection (1), a licensee who provides a care program described as Occasional Child Care need not provide a program of outdoor activities. (5) Despite subsection (3), that subsection applies to a licensee who provides a care program described as Child-minding only if the program provides care for 3.5 hours or more each day.

Observation. In discussion with the Manager she stated that the children play outside three times per week.

Corrective action. Please ensure children play outside on a daily basis to comply with the legislation.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Five children's records were reviewed. One child's record was missing a medical practitioners name and phone number. One child's record was missing a medical practitioners' phone number and one record was missing an emergency contact.

Corrective action. Please ensure children's records are complete.

A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.

Observation. In reviewing the facility records, the emergency plan was not recorded. In discussion with the Manager she stated the facility did not practice or record the emergency plan.

Corrective action. Please ensure the emergency plan is completed annually and recorded.

Observation. Licensing reviewed the staff records. One staff record was missing character references.

Observation. A record of the person's work history was not obtained for one employee.

Observation. Licensing observed the following inside the facility: -a loose cord was located on the ground. This was corrected during the inspection. Licensing observed the following in the outdoor play area: -a sharp piece of wire lattice was located on a post at the children's level

Corrective action. Please ensure a healthy and safe environment is provided at all times to the children in care.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Licensing observed the following inside the facility: -the washroom door had dents in it -the sink and a stool had paint chips and may be difficult to disinfect

Corrective action. Please ensure the community care facility, the furniture, equipment and fixtures are in good repair.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. During the inspection rust was observed in the outdoor play area on a lower piece of the chain link fence and a rusty wheelbarrow. This could cause a potential health hazard.

Corrective action. Please ensure that the children do not have access to any object or substance that may be hazardous to their health and safety. Licensing recommends providing active supervision around these rusty items until this is corrected.

A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].

Observation. During the inspection three staff records of three were reviewed. One criminal record check in the Manager's record was expired. The Manager was not currently at the facility.

Corrective action. Plase ensure you have current criminal record checks and that the staff records are complete.
