A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing tested the fridge temperature in the main play area (for children use) and it was reading at 6.4 degree.
Corrective action. The Manager said she will get the fridge fixed. In the meantime, foods and dairy products will be placed to another fridge upstairs.

Observation. Rust was observed on four ride on toys in the outdoor play area. Rust can present a potential health hazard.

Observation. During the inspection Licensing observed that several plastic tiles covering the floor have puncture marks. These puncture marks could potentially harbour bacteria.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following in the outdoor area: -A BBQ was accessible -A ladder leaning against the house. This could present a potential falling hazard A gate was placed in front of these items but the gate was not fixed and was easy to move. -a sharp rose bush Licensing observed the following in the indoor play area: -A large climber. Six foot clearance around equipment, as recommended in the Director of Licensing Standards of Practice-Safe Play Space is considered the safest. The Licensee stated that she will move this climber outside.
Corrective action. Please ensure a healthy and safe environment is provided at all times the children are in care.
11010 - CCLR s.13(1) - MEDICATION
A licensee must ensure that a child's medication is not accessible to any child, except that a child may have access to his or her own medication if (a) the child's parent has instructed the licensee to permit this.
Observation. During the inspection licensing observed that a child's emergency medication was placed in their backpack in a cubby area. This cubby area was located at the children's level. This is a serious health and safety concern to the children in care. This is a repeat contravention from inspection # CLAN-BL9NQ5
Corrective action. Please ensure emergency medication is not accessible to any of the children in care.
16030 - CCLR s.53(2)(a) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation. During the inspection licensing reviewed the policies for the facility. An active play policy was not observed. This is a repeat contravention from inspection # CLAN-BL9NQ5.
Corrective action. Please ensure an active play policy is created, implemented and shared with the families to maintain compliance with the Director of Licensing Standards of Practice-Active Play.
13060 - CCLR s.56(1)(d) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. A care plan was observed for a child who requires medication in an emergency. The plan has not been reviewed on an annual basis. In addition the emergency medication has expired
Corrective action. Please ensure the emergency plan is reviewed on an annual basis and that this is documented.
19260 - CCLR s.58(2)(b) - RECORDS AND REPORTING
A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation. Four of eight children's records were reviewed. Two children's records were missing consent to call an ambulance or a medical practitioner in an emergency.
Corrective action. Please ensure children's records are complete.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Licensing reviewed three staff records of three. One staff record had no character references.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following was observed inside the facility: -a large carpet was lifting up at the corners this could cause a potential tripping hazard -small metal die cast cars were accessible to children. This could cause a potential choking hazard. -one bleach bottle was being used for disinfecting the diaper changing pad and to disinfect the tables for eating. Licensing discussed the possibility for cross contamination with the Licensee. The following was observed outside the facility: -a loose cord attached to a strand of lights was observed on the ground in the outdoor play area. This could cause a potential strangulation hazard. -a large container contained cans and bottles. These were accessible to children. This could cause a potential cutting hazard.
Corrective action. Please ensure a healthy and safe environment is provided at all times to the children in care

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. The following was observed in the facility: -in the washroom the cupboard under the sink was unlocked. The cupboard contained plastic bags, disinfectant spray and a bleach bottle. This could cause a potential suffocation and poisoning hazard.
Corrective action. Please ensure children do not have access to any objects or substances that are hazardous to their health and safety.
11200 - CCLR s.17 - MEDICATION
A licensee must ensure that a child's medication is not accessible to any child, except that a child may have access to his or her own medication if (a) the child's parent has instructed the licensee to permit this.
Observation. During the inspection the Licensee stated that one of the children in care requires emergency medication. The medication is stored in the child's bag. This is accessible to the children in the cubby area. A discussion was had with the Licensee regarding the risk to health and safety for the children in care. Licensing recommended storing medication in a place out of the reach of children but easily accessible to employees. This was corrected during the inspection.
Corrective action. Please ensure medication is not accessible to the children in care.
16030 - CCLR s.53(2)(a) - POLICIES AND PROCEDURES
If a person prepays part of the cost of services provided by a class of community care facilities designated by the Lieutenant Governor in Council, the licensee must, at the time of the prepayment, deliver to the person a written statement setting out the terms and conditions on which a refund of all or any of the prepayment will be made.
Observation. During the inspection licensing reviewed the policies and procedures. Post dated cheques are accepted at the facility. No written policy was noted that outlines the procedures for returning prepayment if a child leaves the facility early.
Corrective action. Please ensure the repayment policy is complete.

Observation. In discussion with the Licensee she stated that one of the children requires emergency medication. No care plan was noted on file.

19210 - CCLR s.58(1)(a) - RECORDS AND REPORTING
In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.
Observation. During the inspection the Licensee provided four children's files of ten children's files. In discussion with the licensee she stated that she could not locate the other children's files and she did not have a system for keeping all of the children's records in one location. Licensing discussed the importance of being able to access children's files and recommended some solutions to storing children's records.
Corrective action. Please ensure children's records are kept in a single location in the facility and are easily accessible.
