A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. 3 staff files were reviewed of which 1 Criminal Record Check on file is not site specific. This is a repeat contravention from inspection conducted January 27th, 2025, inspection # KCHG-DDBPZX.

Corrective action. staff said she will connect with the licensee to ensure the staff files are complete and up to date.

A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

Observation. wash cloths are not sufficient in numbers to meet the needs of a hygienic program for the children

Corrective action. the staff will use paper towels until sufficient numbers of cloth towels are available

A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (b) a wash basin.

Observation. the change mat and material were located across the room from the bathroom

Corrective action. the manager stated that they will place the change mat/diapers closer to the bathroom

Corrective action. The assistant manager said they are washed every week. She will ensure that they are only using a towel once after hand washing.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. 1) Licensing observed the fire extinguisher is expired 2) Licensing reviewed the emergency kits which only had food and water. The food was expired.

Corrective action. 1) The assistant manager did not have to time to get it inspected but said she will make sure it's inspected annually. 2) The assistant manager said she will look into other alternatives for the emergency supplies and ensure there is more than just food and water.

Corrective action. The assistant manager said that there should be one for this site but will check with the manager.

Corrective action. The assistant manager will ensure that it is signed off and put in the file.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Licensing reviewed 2 staff files; both were missing validation from their updated, current certificates.

Corrective action. The assistant manager said that they did not get a chance to validate the new certificates and will do that.
