Corrective action. Manager said she will connect with the families to review and update the file so it is complete and up to date.

Observation. Licensing reviewed 5 children files of which 3 were missing date of enrolment

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Upon inspection, Licensing observed 9 children in care, which is less than permitted in Schedule E. The Manager explained this is the first time this happened and addressed this during the inspection.

A licensee must ensure that children are adequately supervised by qualified employees in sufficient numbers to meet the needs of each child.
Observation. Upon arrival, Licensing found that children were not being supervised by qualified employees as The Manager was off site. The Manager arrived at the facility shortly after.
14010 - CCLR s.34(1) - RECORDS AND REPORTING
A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation. Several children with indicated allergies on their registration form did not have a care plan, including the course of action recommended by health care professionals. The Manager explained she will follow up with each child's parents and obtain this information to create care plans.

Observation. Copies of any diplomas, certificates or other evidence of the person's training and skills were not obtained.
Corrective action. the licensee ECE certificate expired march 7,2023, the licensee submitted renewal forms in Feb 2023, has not yet received a new certificate. please ensure that a current certificate is received as soon as possible and contact K Chong at the following email kelly.chong@fraserhealth.ca when you are in receipt of you new certificate.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): During the inspection of the physical facility, it was observed that in the nap room 8 beds were set up for nap time. 4 of the beds were stacked one on top of each other touching and promoting cross contamination.
Corrective action. Please ensure a safe and healthy environment is provided at all times while children are in attendance.

Observation. During the inspection of the facility it was observed that in the nap room 8 beds were set up and all the bedding was touching promoting cross contamination.
Corrective action. Please ensure a safe a health environment is provided at all times while children are in attendance.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. During the inspection the licensing verified the water temperature in the bathroom and it was noted that it measured 53.1 degrees Celsius. Licensee stated that the children know to use only the cold water tap.
Corrective action. Please ensure the water temperature does not measures more that 49 degrees Celsius.
11230 - CCLR s.47 - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation. During the inspection the licensee could not produce any of the center's policies. Licensee stated that she has policies but she could not locate them at the time of the inspection.
Corrective action. Please ensure all policies and procedures are available.
13060 - CCLR s.56(1)(d) - RECORDS AND REPORTING
A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation. During the inspection the licensee could not produce the log book for minor accidents, illnesses and unexpected events involving children. Licensee stated that she has a log book (communication book) but she could not find it at the time of the inspection.
Corrective action. Please ensure the log book is available upon request.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. During the inspection of the facility 7 random children's files were verified and the following was observed: - one child's file was missing the medical insurance plan number - 3 children's files were missing an immunization record.
Corrective action. Please ensure all children's files are completed.

Observation. During the inspection licensing verified the emergency practice procedure. It was noted that the emergency practice was conducted in 2021 but it has not yet been practiced in 2022.
Corrective action. Please ensure that the emergency practice procedure is practiced annually.
12200 - CCLR s.22(2)(c) - STAFFING
A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation. During the inspection the licensee verified the fire drill log. It was noted that in 2021 the licensee practiced the monthly fire drills. During the 2022 there were no noted fire drills.
Corrective action. Please ensure monthly fire drills are practiced monthly.
