Observation. Licensing observed the fire drills were recorded for January and February. The Manager could not provide documentation for the months of April 2023-December 2023 and March 2024. The record of annual emergency drill was not provided. Not recording the emergency drill is a repeat contravention from inspections #CLAN-CC4SUE and #CLAN-BFUVUS
Corrective action. Inn discussion the Manager stated the fire drills and emergency drill were completed.
13050 - CCLR s.56(1)(c) - PROGRAM
A licensee must provide to children a comprehensive and coordinated program of indoor and outdoor activities that (c) complies with the program standards set out in Schedule G.
Observation. Licensing observed minimal resources and toys in one school age room. The room is licensed for a capacity of 30 children.
Corrective action. Please ensure more resources and materials are provided to comply with the requirements of Schedule G.

Observation. Licensing observed that the custodial room was open . Several chemicals were observed. In addition a bottle of bleach and water was in an unlocked cupboard.
Corrective action. Please ensure children do not have access to any objects of substances that may be hazardous to their health and safety.

Observation. The staff qualifications checklist was reviewed at the facility. A staff's information was not observed on the checklist. The staff record and information was not on site at the facility.
Corrective action. Please ensure the staff qualifications list is updated when new staff start working at the facility

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon arrival at the facility licensing reviewed the attendance record. Three children were not recorded as present. This is a repeat contravention from inspection #SMOY-AA9VAL, #CLAN-BFUVUS and #CLAN-BYBU8R. This was corrected during the inspection.

A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.
Observation. Licensing observed that the fire drill was not recorded for the month of December. In discussion with the Manager she sated that this was not practiced in December. This is a repeat contravention from inspection # CLAN-BYBU8R

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. During the inspection Licensing observed 9 electrical outlet covers were missing. This contravention was identified at the routine inspection and the Manager stated it was completed by the date requested. In discussion with the Manager she stated that the outlet covers were removed and not replaced. This is a repeat contravention from inspection #CLAN-BFUVJS. This was corrected during the inspection.
Corrective action. Please ensure a healthy and safe environment is provided at all times.

A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. During the inspection Licensing observed that the fire extinguisher has not been serviced since 2019. This contravention was identified at the routine inspection and was not completed by the date requested. In the written report from the routine inspection that was submitted to licensing it stated that the Principal had arranged for the servicing of the fire extinguisher. In discussion with the Manager she stated she would confirm this with the Principal. This is a repeat contravention from inspection #CLAN-BFUVJS.
Corrective action. Please ensure the fire extinguisher is serviced on an annual basis to have a plan to prepare for, mitigate and respond in an emergency.

Observation. The record of fire drills and emergency drills was reviewed. This form was blank and documentation of the fire drills and emergency drills was not observed. In discussion with the Manager she stated she has completed the fire drill each month and the evacuation drill but she has not recorded this information.
Corrective action. Please ensure to document the fire and emergency drills after they are practiced, to comply with the legislation.

Observation. Licensing reviewed the childrens records. Three children's records were not present at the facility. The serious risk to health and safety of the children in care was discussed. During the inspection licensing requested to review the policies and procedures for the facility. The staff member stated that the policies and procedures were taken home for review.
Corrective action. Please ensure children's records and policies and procedures are located at the community care facility at all times for review.

The licensee must (a) develop the care plan in consultation with a parent of the child requiring extra support and any person requested by the parent.
Observation. During the inspection it was noted that a child requires medication in an emergency. No care plan was noted on file.
Corrective action. Please ensure a care plan is created for the child in the event that emergency medication is required to be administered.

19080 - CCLR s.57(2)(b) - STAFFING
Despite the employee qualifications required by Column 4 of the table in section 1 of Schedule E [group sizes and employee to children ratios], a licensee must replace an absent employee described in Column 1 of the following table who is absent (b) for 30 consecutive days or more with a person described in Column 3 opposite that employee and the row in Column 2 labelled as "≥ 30 days".
Observation. During the inspection the staff member stated that the Manager has been absent from the facility since November 2020. A new Manager must be apointed after a period of 30 days to comply with the legislation.
Corrective action. Please ensure a Manager is appointed for the faiclity.

A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation. During the inspection licensing asked the staff if they practiced the emergency plan once a year. The staff have not practiced the emergency plan with the children in the facility.
Corrective action. Please ensure the emergency plan is practiced once a year.
