A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.

Observation. During routine inspection licensing observed 11 drop down cribs in the infant room. Although the cribs are in good condition they are older than 10 years. This has been identified as a discussion point at the 2024 routine inspection.

Corrective action. Licensee will look into prices and purchasing new cribs.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. Licensing observed that on a few dates in September the time of departure was missing for some of the attending children. This is a repeat contravention from 2023.

Corrective action. Manager spoke with the staff and the staff will pay attention to recording departure times if parents forget to sign their child out of the facility.

A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.

Observation. During the routine inspection licensing observed that the Active Play and Screen Time Policy was not available.

Corrective action. Please ensure that an Active Play and Screen Time Policy are available to staff and parents.

If a person prepays part of the cost of services provided by a class of community care facilities designated by the Lieutenant Governor in Council, the licensee must, at the time of the prepayment, deliver to the person a written statement setting out the terms and conditions on which a refund of all or any of the prepayment will be made.

Observation. During the routine inspection licensing observed that a prepayment agreement was not available.

Corrective action. Please ensure that a prepayment agreement is made available and known setting out the terms and conditions on which a refund of all or any of the prepayment will be made, to the parents if they are prepaying any amount of said fees.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. During the routine inspection 11 children's files were reviewed and one child's file was missing a doctor's name and phone number.

Corrective action. Please ensure all children's files are complete.

Corrective action. Please ensure that departure times are accurate.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. During the routine inspection licensing observed 11 children's files and one child's file was missing a record of immunization.

Corrective action. Please ensure all children's files are complete.

A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.

Observation. Licensing observed that there were plant vines coming into the outdoor play area from the neighboring yard.

Corrective action. Ensure that outdoor play space is free from hazards.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Licensing reviewed six children's records and noted 2 did not contain the medical practitioner name and phone number.

Corrective action. Ensure children's registration information is complete with all required documentation including medical practitioner and phone number. If the family does not have a doctor then the nearby clinic phone # can be included.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.

Observation. Licensing reviewed 6 children's records and noted 2 did not contain the date of enrolment at the facility.

Corrective action. Please ensure children's records contain all required information, including the date of enrolment.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Immunization status was not obtained for one or more employees.

Corrective action. Ensure that staff screening and required documentation is complete before the employees start date.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Licensing reviewed 6 staff files and noted that three of ECE certificates had not be verified by the system maintained by the early childhood educator directory.

Corrective action. (CORRECTED DURING INSPECTION) ECE certificated were verified by the system maintained by the early childhood educator directory during the inspection.

A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].

Observation. Licensing observed that one staff file had immunization, references, certificate and certificate validation missing.

Corrective action. Ensure that all the records required are obtained and verified before the start date of the employee.

A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.

Observation. The water temperature in the Infant bathroom exceeded over 49 degrees

Corrective action. Ensure that any heated water accessible to children is no more than 49 degree Celsius.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Doors to the laundry room and staff bathroom were unlocked

Corrective action. Ensure that safe environment is provided at all times while children are under the supervision of employees.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Child's file was missing the name and telephone number for the medical practitioner.

Corrective action. Ensure that licensee keeps complete record for each child showing the name and the phone number for the doctor.

A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.

Observation. Manager and staff have not practiced implementing the emergency evacuation plan.

Corrective action. Ensure that each employee practices implementing the emergency plan at least once each year and the yearly log is maintained.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Licensing observed: - The pony wall in the toddler room is in a state of disrepair. -Cupboard doors in the toddler program show signs of water damage.

Corrective action. Ensure that the community care facility and the fixtures within it are clean and in good repair.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Licensing observed the following: (Repeat contravention) -Baseboard throughout the facility were in need of some repair and maintenance. -The pony wall in the toddler room had chipping paint. -Chipping paint through out the facility. -A broken kitchen faucet in the three to five program. -A damaged cupboard door.

Corrective action. Ensure the facility is in good repair at all times.

A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult. Observation (CORRECTED DURING INSPECTION): Upon licensing's arrival, there were three children napping in the program identified as "Infant Room" while the room staff were physically in the program identified as "toddler room".

Corrective action. Ensure that supervision is maintained at all times by a staff.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.

Observation. Licensing inspected records of 9 children noting that 3 records were missing a date of enrollment.

Corrective action. Ensure children's files are complete.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. 9 children's records were inspected and one was missing a medical practitioner's phone number.

Corrective action. Ensure children's records are complete.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Upon an inspection of 3 staff files, it was noted that one of the staff members did not have a criminal record check from the criminal record review program.This is a repeat contravention.

Corrective action. Ensure site specific criminal record checks are in place before the start of employment.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Upon an inspection of three staff files, it was noted that one 2 staff files were missing evidence of immunization declaration. This is a repeat contravention.

Corrective action. Ensure staff files are complete.
