A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Licensing observed the following: -Damage to the drywall in several spots in toddler room and GCC(30m-SAC) classroom. -One corner of the outdoor playground enclosure was found to be loose posing an entrapment concern.

Corrective action. Licensee said they will consult with a repair company and provide a plan to address.

A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

Observation. No toilet paper or toilet paper holders were available in the bathroom shared with the infant and toddler room.

Corrective action. Licensee said they will install a new toilet paper holder.

A licensee must provide to children a comprehensive and coordinated program of indoor and outdoor activities that (a) is designed for the development and care of children. Observation (CORRECTED DURING INSPECTION): Licensing observed there to be two children in a chair with a buckle, and three children buckled in a high chair during circle time activity waiting for lunch. One child was eating food during that time, while two were waiting to be given food. The licensee said they do this daily to get children ready for lunch time.

Corrective action. The licensee corrected this with staff during the inspection, and said moving forward they will have the circle time at the carpet, allowing them to freely.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. In the GCC (30m-SAC) classroom the nap mats were stored behind furniture, one mat was stored behind the couch used by children where they were in contact with children who were using the couch. In the other GCC(30m-SAC) classroom -one of the toilet paper dispensers was disassembled, and no toilet paper was available for use. -One toy was visibly soiled, and remnants of tape was on one side, with debris attached.

Corrective action. The manager said they will establish a plan and provide written response.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): licensing observed: -a bag containing prescription medication for a staff person stored in an unlatched cabinet, accessible to children. -a bleach spray bottle was stored in an unlatched cabinet accessible to children in the classroom.

Corrective action. Corrected during the inspection.

A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

Observation. Beds and bedding were stored in contact with one another, promoting the spread of communicable disease.

Corrective action. Staff will develop a plan where the bedding is stored separately, to ensure practice of the rules of health and hygiene.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. Fire extinguishers throughout the facility had not been serviced annually.

Corrective action. Please create a plan for ensuring equipment is serviced annually, and provide a written response with the plan.

A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee.

Observation. Licensing reviewed the minor incident report book, and found at least one incident which had not been reported as described in Schedule H.

Corrective action. The licensee will review and create a plan to ensure licensing is notified of all incidents as described in schedule H.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees. Observation (CORRECTED DURING INSPECTION): Licensing observed: -A change pad that had rips, exposing the foam interior, providing difficulty in sanitization (removed from use during inspection) -A blind cord was hanging accessible to children in the group child care (30months-sac) program, providing danger for entanglement (corrected during inspection) -one cabinet was unsecured providing access to an extension cable to children in the toddler room.(corrected during inspection)

Corrective action. Please ensure that a healthy and safe environment is provided at all times while children are under supervision of employees.

Observation. The bathroom sink counter was lifting from moisture build up, preventing easy sanitization of the counter. The manager said the maintenance person would be taking a look at this today.

Corrective action. Please ensure that the community care facility and the furniture, and equipment and fixtures within it are clean and in good repair while children are in attendance.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.

Observation. Licensing reviewed six employee files, one employee file contained no record of the person's work history.

Corrective action. Please ensure that the manager has first met with the employee and obtained the person's work history.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Licensing reviewed six employee files, one employee file contained a criminal record check that was not site specific.

Corrective action. Please ensure to obtain for each employee a criminal record check.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. Licensing reviewed six employee files, one employee file contained no evidence of character references in respect of the person.

Corrective action. Please ensure the manager has first met with the person and obtained the character references.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Licensing reviewed six employee files, two employee files contained no evidence that the person has complied with the Province's immunization and tuberculosis programs.

Corrective action. Please ensure to obtain evidence that the person has complied with the Province's immunization and tuberculosis programs.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Licensing reviewed six employee files, one employee file contained no record that the early childhood educator certification had been verified through the system maintained by the early childhood registry.

Corrective action. Please ensure to keep record that the early childhood educator certification for each staff had been verified through the system maintained by the early childhood registry
