3070 - CCALA 7(1)(b)(i) - Without limiting subsection (1), a licensee must ensure that the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Licensing observed that in one of the GCC (Under 36 Months) program there was eight children with one Infant and Toddler Educator (ITE) and one Early Childhood Educator Assistant (ECEA). One Infant and Toddler Educator (ITE) and one Early Childhood Educator (ECE) is required.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. In the GCC (30m-SAC) classroom the nap mats were stored behind furniture, one mat was stored behind the couch used by children where they were in contact with children who were using the couch. In the other GCC(30m-SAC) classroom -one of the toilet paper dispensers was disassembled, and no toilet paper was available for use. -One toy was visibly soiled, and remnants of tape was on one side, with debris attached.
Corrective action. The manager said they will establish a plan and provide written response.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): licensing observed: -a bag containing prescription medication for a staff person stored in an unlatched cabinet, accessible to children. -a bleach spray bottle was stored in an unlatched cabinet accessible to children in the classroom.
Corrective action. Corrected during the inspection.

- HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Beds and bedding were stored in contact with one another, promoting the spread of communicable disease.
Corrective action. Staff will develop a plan where the bedding is stored separately, to ensure practice of the rules of health and hygiene.
15030 - CCLR s.46(1) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Fire extinguishers throughout the facility had not been serviced annually.
Corrective action. Please create a plan for ensuring equipment is serviced annually, and provide a written response with the plan.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee.
Observation. Licensing reviewed the minor incident report book, and found at least one incident which had not been reported as described in Schedule H.
Corrective action. The licensee will review and create a plan to ensure licensing is notified of all incidents as described in schedule H.

Observation (CORRECTED DURING INSPECTION): Licensing observed: -A change pad that had rips, exposing the foam interior, providing difficulty in sanitization (removed from use during inspection) -A blind cord was hanging accessible to children in the group child care (30months-sac) program, providing danger for entanglement (corrected during inspection) -one cabinet was unsecured providing access to an extension cable to children in the toddler room.(corrected during inspection)

Observation. Licensing observed that a fire drill conducted in the month of February had not been recorded for one Group Child Care (Under 36 Months) program, fire drill had not been recorded since October 2022 for another Group Child Care (Under 36 Months) program and a fire drill had not been recorded for December 2022 in another Group Child Care (Under 36 Months) program.
Corrective action. Ensure fire records are practiced and recorded monthly.

Observation. The bathroom sink counter was lifting from moisture build up, preventing easy sanitization of the counter. The manager said the maintenance person would be taking a look at this today.
