Observation. Licensing reviewed 11 children's files and two children's files were missing a photo or a digital image of the child.
Corrective action. Ensure all files are complete.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. At the time of the inspection licensing observed that the cots holding bedding with sheets and blankets were touching promoting cross contamination. This was discussed at the routine inspection from 2023.
Corrective action. Assistant manager will speak to staff about storing bedding in a manner that will not promote cross contamination.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following was observed: - paint on the walls in all classroom has been chipped paint - a hole where a garden bed used to be was present in the infant toddler playground. A plank was placed on top of it but the hole was easily accessible by infants and could potentially become a tripping hazard.
Corrective action. Ensure facility is in clean and good repair.
11020 - CCLR s.13(2) - HYGIENE AND COMMUNICABLE DISEASE
A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (a) a covered container for soiled clothing.
Observation. Upon inspection it was observed that the 3-5 classroom had a garbage contained without a lid. Children's pull-ups were observed in the garbage can.
Corrective action. Ensure that a covered garbage can is provided.
15010 - CCLR s.14(4)(a) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. During routine inspection it was observed that the ECE staff in the toddler room had an expired exemption (December 2023). The staff who at the time of the inspection worked alone with 4 children said that she has finished her ECEIT courses but she has not yet applied for her ECEIT because she was waiting for her secondary ID to arrive in the mail. This is a repeat contravention from 2023.
Corrective action. Staff said that they will apply for their ECEIT once their secondary ID arrives in the mail. Please submit an application for exemption to ensure that the ration of staff to child is met according to Schedule E.
14030 - CCLR s.34(2)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. During the routine inspection licensing observed the following: - two children from Toddler class were transferred in the 3-5 classroom - one child from IT room was transferred to Toddler room Neither of the children were signed into the classroom that they were moved to, nor were they signed out from the classroom they were in.
Corrective action. Ensure that children are signed in and out in the classroom they are transfer to.
19090 - CCLR s.57(2)(c) - STAFFING
A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation. Upon reviewing the staff files the following was observed: - one staff who was identified as working alone for 15 minutes in the morning had an expired First Aid certificate. The First Aid certificate expired in 2022. - one staff who does not work alone did not have a First Aid certificate.
Corrective action. Assistant manager said that the center will have a First Aid Instructor will be booked staff will renew their certificates.
12210 - CCLR s.23(1)(a)

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. During the routine inspection of the physical facility the following was observed: - one of the toilets in the infant room was not in use and a green tape was placed on top of the toilet. Staff have mentioned that the toilet has been broken for approximately 3 weeks and is waiting repair. The children in the toddler room are supposed to use the two available toilets in the infant room, however only one toilet is now available for all children. - a hole approximately 5 inches long and 3 inches wide was observed in the infant room. Fire alarm wires were exposed. The hole was approximately 5 feel from the floor. The main teacher explained that a shelf was meant to be hung but that the carpenter hit the fire alarm wires with a nail. Fire rescue Abbotsford was on site. The hole remains to be covered. - one of the hinges of the gate in the 3-5 classroom was being held by string and duct tape.
Corrective action. Please ensure the facility is in good repair.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. During the routine inspection some plastic bags were observed under the sink in the 3-5 bathroom.
Corrective action. Please ensure the children do not have access to any hazardous items.
11200 - CCLR s.17 - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. During the routine inspection it was observed that the ECE staff in toddler room had an expired exemption (July 31, 2023). The staff in the toddler room said that they still have a 10 weeks course to finish and their practicum before they can apply for their ECE IT certificate.
Corrective action. Please ensure that the ratio to child is not less than that permitted in Schedule E. Please submit an application for exemption to ensure the ratio is met according to Schedule E.
14030 - CCLR s.34(2)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation. During the routine inspection the main staff could not produce the policies and procedures of the facility. The staff said that the licensee has the policies and procedures at the other location.
Corrective action. Please ensure that policies and procedures are available to staff.
