Observation. Licensing reviewed 10 children's files and one child's file was missing an emergency pick up person.

Observation. Licensing observed that the wall in the JK1 had paint chipped (den room). Manager said that they are planning to paint and fix the walls in the summer.
Corrective action. Manager will make the necessary repairs in the summer.
11020 - CCLR s.13(2) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Licensing reviewed 6 staff files and one staff file was missing a record of immunization.
Corrective action. Manager will ask staff to provide a record of immunization.
12090 - CCLR s.19(1)(f) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Licensing reviewed 6 staff files and noted that one staff had a valid CRC but it was not site specific.
Corrective action. Manager said that she will have the staff fill out a new CRC form immediately to reflect the facility's name.
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Licensing reviewed 6 staff files and one staff file was missing proof of character reference in respect of the person. Manager said that the staff has references but they have not yet been added to the file. This is a repeat contravention from 2022.
Corrective action. Manager will add the references to the staff's file once the staff provides them.

Observation. During the routine inspection 4 staff files were reviewed and two files were missing the validation of their ECE certificates. This is a repeat contravention from 2022.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. A bag used for storing the medication was placed on the counter which was easily accessible to children. The bedding is stored on the cots in the nap room. The bedding in the infant nap room is left on the mats, stacked on top of each other.
Corrective action. Ensure that the medication or the storage bag is inaccessible to children. Ensure that the bedding used for children are stored separately and not on top of the cots.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. Manager name is not posted in a prominent place in the facility.
Corrective action. Ensure that the manger's name is posted in the facility.
10050 - CCLR s.11(1) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation. Expired medication is stored on site. Over the counter medication did not have the correct dose and time details included on the consent form.
Corrective action. Ensure that expired medication is returned or discarded and the consent forms are completed in full to prevent risk of medication error.
16020 - CCLR s.53(1)(b) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Emergency supplies have some food items that are expired and manager informed licensing that they are in the process of asking families to replenish the supplies.
Corrective action. Ensure that system is in place to replenish the supplies before they expire.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation. It was noted that the children's photos were either missing or had not been updated on the emergency cards or children's files.
Corrective action. Ensure that a system is developed which contains means of identifying children including photograph or digital image of the child.

Corrective action. Licensee must ensure that the bedding used for children are stored separately and not in the hallway on top of the cots.

A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. The gate on the chain link fence in the outdoor playground area has a gap more than 4 inches wide which poses risk for head entrapment.
Corrective action. Licensee to ensure that the outdoor equipment is hazard free and does not have any gaps more than 3.5 inches wide.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Paint in the nap room and other areas i.e hallways is chipping. Toilet in the bathroom is clogged. The Play room in the Classroom #2 included in the floor plan is bieng used as storage area.
Corrective action. Licensee to ensure that the facility is in good repair and the playrooms are accessible to children.

Observation. Licensing reviewed fire drills in each program and noted that an earthquake drill was recorded every third month, instead of the fire drill. Manager said that fire drills are practiced every month, but may not be written.
Corrective action. Please ensure the fire drill is practiced and recorded at least once each month.
