A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): Licensing reviewed 3 staff files and one staff file was missing a validation of ECE A certificate.

Corrective action. Staff validated certificate while licensing was on site.

A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children. Observation (CORRECTED DURING INSPECTION): Manager was unable to provide the policies and procedures in guiding staff in the facility operation related to care and supervision.

Corrective action. Manager will call Head Office to have a new copy of the Policies and Procedures sent over.

A licensee must make available to parents information on the food and drink given to children.

Observation. During the routine inspection licensing observed a plater of fruit and some cookies on the table. Licensing asked if this is common practice. Manager said that the children are being offered snacks at the facility.

Corrective action. Please provide a compliance plan as how the information regarding food and drink given to children is relayed to parents.

A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.

Observation. During the routine inspection licensing observed that the policies and procedures intended to guide staff were not available on site. manager said that the Policies and Procedures have been taken to head office to be revised. The policies and procedures have not been returned to the facility yet.

Corrective action. Please ensure policies and procedures are available to guide employees.

A licensee must keep, for each child, a record showing the following information: (e) any illness, allergy or medical disability disclosed to the licensee by the child or his or her parent or medical practitioner.

Observation. During the routine inspection it was observed that a few children who required extra support did not have a care plan on site. A conversation was had regarding the care plan and the Care Plan Bulletin was provided as a resource. Manager said that next week she will begin having conversations with the parents and work on creating care plans for all children who require a care plan.

Corrective action. Please ensure all children who require extra support have a care plan on site.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. During the routine inspection the manager could not produce the attendance records for the children in care. The manager said that the facility has started using a new app for children records, including the attendance records and the manager was unable to show attendance for previous days.

Corrective action. Please provide a compliance plan regarding attendance records.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Electrical cords were observed hanging in the room accessible to children that poses a choking hazard.

Corrective action. (CORRECTED DURING INSPECTION) Ensure to provide safe environment at all times.

A licensee must make available to parents information on the food and drink given to children.

Observation. Licensing observed that the menu or information on the food and drink given to children is not provided to the parents.

Corrective action. Ensure that information on food and drinks given to children is provided to the parents.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. Fire Extinguisher has not been serviced annually

Corrective action. Ensure there is a system in place to service the fire extinguisher annually.

A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.

Observation. Last fire drill recorded on the log sheet was conducted in October 2022. The manager included that she has conducted the fire drills last two months and had not recorded.

Corrective action. Ensure that the fire drills are practiced on monthly basis and the record is maintained.

A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.

Observation. Licensee could not demonstrate annual review of the emergency plan.

Corrective action. Ensure there is a system in place to implement a review of the emergency plan annually.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. Out of six files checked one file had immunization status record missing.

Corrective action. Ensure that record of immunization status is complete.

In respect of a record referred to in this Division, a licensee must (a) keep in a single place at the community care facility the records referred to in sections 56 to 58.

Observation. The children's records were not available in a single place as some information was stored on the Sandbox system and some in the paper files.

Corrective action. Please ensure that all the records referred to in sections 56 to 58 are kept in a single place and are available for the licensing to check. Provide in your written response your plan for having records accessible to licensing in single place.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. Reference(names and contact information) provided for a staff employed within the facility however there is no record to demonstrate that the references have been contacted.

Corrective action. Please ensure a system is developed to capture staff screening requirements including reference checks.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Of two staff files reviewed, one file had an expired Criminal record Check(CRC). Manager stated that all files are held at the head office. Manager called the head office to check that the CRC has been renewed. The CRC had not yet be renewed at the head office.

Corrective action. Please ensure to have an up to date criminal record check for each employee.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. An electrical cord was observed hanging on the wall in room 109 accessible to children that poses a chocking hazard. Large tables leaned up against the wall in the Multipurpose room were observed and pose a risk of falling.

Corrective action. Please address to ensure a safe environment.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Two child size couches in room 109 and bean bag chairs in the Multipurpose Room were observed to have rips exposing the interior material.

Corrective action. Please ensure furniture is in good repair.

A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.

Observation. Children's records were reviewed and some children were found to be missing a photo.

Corrective action. Please ensure children's records include a photo or digital image.

The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

Observation. A Care Plan was in place with no evidence that the plan had been reviewed within the past year.

Corrective action. Please ensure care plans are reviewed at least once a year.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. 6 Children's records were reviewed. 1 record was missing a care card number and 2 records were missing the sex of the child.

Corrective action. Please ensure all children's records are complete.

A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.

Observation. Fire Drill records were reviewed and found to be missing a drill for the month of December.

Corrective action. Please ensure fire drills are practiced monthly.
