- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed that the change mat in the infant room had some rips in it and the sponge was showing.
Corrective action. Manager said that they will change the mat with a new one.
11010 - CCLR s.13(1) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing noted that some food in the emergency kits was expired. Licensing observed that most food was in cans. A can opener will be needed to open the cans.
Corrective action. Ensure you have a plan to prepare, mitigate, respond and recover from any emergency.
13020 - CCLR s.22(1)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Licensing observed the following: - infant room showed no record of fire drills being practiced in January and February 2025. - 3-5 room showed no record of fire drills being practiced in March 2025.
Corrective action. Ensure fire drills are practiced and recorded monthly.
13050 - CCLR s.56(1)(c) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Licensing observed that infant room was missing record of departure for few children in the month of May. This is a repeat contravention from 2023 and 2024.
Corrective action. Ensure departure times are noted.
19090 - CCLR s.57(2)(c) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Licensing reviewed 3 staff files and noted that a Criminal Record Check was not obtained for one employee.
Corrective action. Manager said and licensing observed that the application for CRC was filled out and sent out but CRC was not yet received.
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Licensing reviewed 3 staff files and one staff file was missing validation of ECE certificate.
Corrective action. Ensure staff files are complete.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. During the routine inspection the following was observed: - a few sleep mats had tears in them and the mesh was showing. - 4 ceiling tiles had signs of water leak on them and were buckling
Corrective action. Please ensure that the facility and the furniture is in good repair.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises. Observation (CORRECTED DURING INSPECTION): Licensing observed some medicated expired wipes in the first aid bag.
Corrective action. Staff took the wipes and disposed of them during the inspection
11220 - CCLR s.23(2) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Licensing observed that on a couple of days in the infant room and 3-5 room the time of departure was missing.
Corrective action. Manager said that she will advise the staff to pay close attention to the sign in and out sheet.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. During the routine inspection the following was observed: - in the IT room the change mat had two holes in it, exposing the sponge material underneath the plastic cover. - in the IT room several holes were observed in the walls.
Corrective action. Please ensure the facility is in good repair.
11020 - CCLR s.13(2) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (b) readily accessible to employees.
Observation. During the routine inspection it was noted that a child who was allergic to nuts and coconuts had an expired EPI pen on site. The EPI pen expired on April 2023.
Corrective action. Please ensure the medication is not expired.
16020 - CCLR s.53(1)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. During the routine inspection it was noted that in both classrooms (IT and 3-5) a time of departure for various children, on various days was missing.
Corrective action. Please ensure times of departure are noted on the attendance sheet.

Observation. During the routine inspection, 4 staff files were reviewed and one staff file was missing a validation of the ECE certificate. Manager said that the staff renewed their ECE certificate and they forgot to verify their certificate.
Corrective action. Please ensure all staff files are complete.

Observation. Staff to child ratio not maintained. Licensing was informed that in the morning for 2.5 hours there is no IT staff present in the IT program. Applying for exemption for one of the staff who is enrolled in the IT program was discussed
Corrective action. Ensure that licensee maintains staff to child ratio and is no less than that permitted in Schedule E.

Observation. Of six children's record files reviewed two files did not include the date of enrollment.
Corrective action. Ensure to keep for each child a record showing the date of enrollment in the community care facility.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following practices were reviewed with the staff with requirement to discontinue todays date: Children playing together in dirty standing water and placed their hands in their mouths staff encouraged the play singing washing hands, this was part of a ball play structure where a child was also observed to be mouthing a ball. Staff was asked to described the facilities system of sanitizing items such as mouthed toys and the staff included they are cleaned immediately. This was not observed , there was no bin for dirty toys to be placed in for cleaning and the mouthed ball was placed back into circulation. Discussed creating a system to ensure sand box is covered when not in use.
Corrective action. Ensure a healthy and safe environment is provided at all times to promote the health and wellness of children. Reviewing your practices related to health and hygiene are crucial during these times.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation. The following pieces of equipment pose a risk of injury as follows: shelf located within the GCC ( <36 mos ) room has not been secured appears unstable a baby gate attached to a wall with a shelf used to create a hallway, space under the gate is high enough for a child to get under and the shelf has spaces ( open areas ) where a child could climb through and potentially exit the facility. This was also noted at a previous inspection. Tall glass vases placed on toy shelves within both the GCC ( <36 mos ) and GCC ( 30 mos-school-age ) programs and accessible to children.
Corrective action. Ensure equipment is sturdy and free from hazards in order to prevent possible risk of injury.
