  Observation. Licensing reviewed two staff files. One file only contained one character reference.

  Corrective action. Ensure character references in respect of the person are obtained for all employees.

  Observation. Licensing reviewed ten children's files. Files did not include a record of persons not permitted access.

  Corrective action. Ensure a record is kept for each child showing persons not permitted access to the child.

  Corrective action. Ensure character reference checks are obtained for staff.

  Observation. Licensing audited five children's files. Three children's files were missing consent to release a child to someone other than the parent.

  Corrective action. Ensure the consent to release a child to someone other than the parent is received in writing and maintained at the centre.
