    Observation. Regarding intake dated July 30, 2025. Through the investigation process, Licensing determined that the Licensee had not ensured that children, while under the care and supervision of the licensee, had not been subjected to the following form of abuse: physical abuse, as children had been grabbed forcefully.

    Corrective action. Ensure that children, while under the care and supervision of the Licensee, have not been subjected to the following form of abuse: physical abuse. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On October 8, 2025, the Licensee submitted a corrective action plan to Licensing. The corrective action plan included staff would be retrained on safe and respectful physical contact; where all physical contact would be purposeful, gentle, and respectful; there would be no physical punishment or coercion, and verbal warnings would be given before any physical intervention, aligning with the Physical Contact & Safety Policy prohibiting physical punishment; evidence of these corrective actions would be immediate and ongoing; and evidence of this training would be reflected in the staff meeting minutes provided to Licensing on October 16, 2025. The corrective action plan was reviewed and accepted by Licensing.

The corrective action plan included there would be no shaming, belittling, threatening, or ignoring children's emotional expressions; staff would be retrained on the definition and prevention of emotional abuse; tones and voices would be gentle, calm, and respectful with no yelling, shaming or raised voices and align with the Child Protection and Emotional Safety Policy prohibiting harms and mandating respectful care; evidence of these corrective actions would be immediate and ongoing; and evidence of training would be reflected in the staff meeting minutes provided to Licensing on October 16, 2025. The corrective action plan was reviewed and accepted by Licensing.

    Observation. Regarding intake dated July 30, 2025. Through the investigation process, Licensing determined that the Licensee had not ensured behavioural guidance was appropriate to the age and development of the children receiving the guidance as children were subjected to confinement.

    Corrective action. Ensure that a Licensee ensures behavioural guidance is appropriate to the age and development of the child who is receiving the guidance. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On October 8, 2025, the Licensee submitted a corrective action plan to Licensing. The corrective action plan included respectful, positive behaviour guidance strategies would be used exclusively with no punitive or exclusionary strategies allowed; behavioural guidance would adhere to its policy and the Policy Compliance Policy; a staff meeting would occur on October 3, 2025; and monthly staff and peer evaluations would be conducted and submitted to Licensing by October 31, 2025. The corrective action plan was reviewed and accepted by Licensing.

The corrective action plan included the Licensee would partake in online training relating to inclusion and guiding behaviours, maintain professional conduct, ensure compliance and safety within the centre, and follow the centre's Professional Development Policy; and evidence of online training would be completed by November 1, 2025.     Corrective action. Ensure the Group Child Care (Under 36 Months) and the Group Child Care (30 Months to School Age) programs are not grouped together for more than 30 minutes after care began.
