- CCLR 49(1) A licensee must ensure that a parent has reasonable access to his or her child while the child is in the community care facility.
Observation. Regarding intake February 23, 2026. Through the investigation process, Licensing determined that a parent was not permitted to pick up their child without legal documentation to support the action.
Corrective action. Ensure access is permitted to parents on authorized pick up form at the facility when legal documentation does not indicate otherwise. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On April 9, 2026, Licensee submitted a corrective action plan to Licensing. The corrective action plan included: mandatory staff training within three months on legal document requirements and recognition, clear facility verification procedures for authorized pick up, Child Care Licensing Regulation, and annual refresher training. The corrective action plan was reviewed and accepted by Licensing.
3030 - CCLR 49(1) - A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees.
Observation. Regarding intake February 23, 2026. Through the investigation process, Licensing determined that staff did not follow the policies for parental access at the facility.
Corrective action. Ensure that polices and procedures at the facility are implemented by staff, specifically in regards to parental access. Action/s Required by Licensee: Licensee to submit a corrective action plan to Licensing specific to the contravention. Action/s Required by Licensing: On April 9, 2026, Licensee submitted a corrective action plan to Licensing. Observation. Licensing observed that the staff records upon request could not be retrieved within a reasonable time. The staff records (CRC's, resume's and references) were kept in a shared drive that Licensing did not have access to on site. The staff called the Licensee for the records and after time, the Licensee emailed the shared drive of records to Licensing. Licensing could not access internet and email during the inspection. The other half of the staff records (immunization status and certificates) are kept onsite. Licensing will come for further follow-up to correct areas of non-compliance of staff records.
Corrective action. Ensure that records are kept in a place from which they can be retrieved within a reasonable time, upon request.
