    Observation. Upon reviewing facility records, Criminal Record Check clearance letter for the Licensee was found expired. This must be addressed immediately as persons over the age of 12 must not be ordinarily present at the facility without a valid criminal record check.

    Observation. The complaint information alleged that the Licensee leaves on a regular basis and children are left in care of support staff. -Based on the information gathered in the investigation and having conversation with the facility employees, there is no evidence suggesting that the children are not adequately supervised by qualified staff. -Unable to substantiate. The complaint information alleged that the facility has more children than permitted in Schedule E of the Child Care Licensing Regulation. -The Licensing Officers reviewed children's attendance record, had conversations with parents and the facility employees. Based on the information gathered, there is no evidence suggesting that the facility has more children than permitted. -Unable to substantiate. C10.2D (CCLR 39(1)) The complaint information alleged that the children are not supervised during hand washing transitions. - The Licensing Officers observed children washing hands in the bathroom without supervision. -Substantiated. The complaint information alleged that the children are not supervised during nap time. - Based on the information gathered from the facility employees and the Licensee, there is no evidence suggesting that the children are not supervised at nap time. -Unable to substantiate.

  • C3.1 - Does the facility have sufficient employees who possess adequate training and experience to meet the care, supervision, and needs of the children?Non-critical

    Observation. C3.1K (CCLR 22(2)(b)) The complaint information alleged that the fire drills are documented on the displayed record of fire drills in the facility, however, these drills are not actually practiced. - The Licensing Officers reviewed the fire drill record and children's attendance record. There were discrepancies found in these two records on two different occasions. The Licensee indicated, for one of the dates, the mistake must have been made by her employees. Based on the information gathered during the inspection, it has been determined that the Licensee contravened Section 22(2)(b) of the Child Care Licensing Regulation which requires each employee to practice implementing the fire drill system at least once each month. -Substantiated. The complaint information alleged that the facility has visitors present ordinarily. - Based on the information gathered during this investigation including conversation with facility employees and documentation review, there is no evidence suggesting that persons over the age of 12 are ordinarily present at the facility. -Unable to substantiate. C3.1K (CCLR 19(5)) During the inspection, the Licensing Officers identified the following additional contravention: -Upon reviewing employee records, character references of a volunteer were found to be missing. As per Section 19(5) of the Child Care Licensing Regulation, character references should be obtained if a Licensee employs a persons as a volunteer at the facility.

  • C7.1 - Is the facility safe, sanitary, free from hazards, in good repair, and appropriate for the age and development of children?Non-critical

    Observation. C7.1A (CCLR 13(1)) The complaint information alleged potential hazards in the outdoor play space. -The Licensing Officers observed a cement staircase accessible to the children. There is no barrier to prevent children from potentially falling into the staircase and getting injured. Based on the observations, it is determined that the Licensee has contravened Section 13(1) of the Child Care Licensing Regulation which requires Licensees to ensure healthy and safe environment is provided at all times while children are in care and under the supervision of employees. -Substantiated. The complaint information alleged that the bathroom is not cleaned on daily basis. -The Licensing Officers observed a daily cleaning schedule displayed in the facility which reflected that the bathroom gets cleaned twice a day. At the time of the investigation, bathroom appeared clean and a volunteer was observed cleaning/organizing the bathroom. -Unsubstantiated.

    Observation. Licensing observed the following: • The facility entrance gate was in poor repair and could potentially cause injury to children. Ensure equipment is in good repair and free from hazard. • There were objects such as adult garden tools, and a shade canopy stored in an unsafe manner in children's outdoor play space. This may pose a potential risk of tripping and other injuries if these objects were to tip over. There were uncovered garbage/compost bins accessible to children in indoor and outdoor play space. Ensure children do not have access to any objects or substance that may be hazardous to the health and safety of the children. • There was a playground structure placed with no clearance around it. Ensure six feet clearance around equipment is maintained as per Safe Play Space standards.

    Observation. Upon reviewing employee records, Licensing observed an expired Criminal Record Check for a substitute staff. Prior to this employee working any further with children, a valid criminal record check must be obtained.
