    A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].

    Observation. Licensing observed the following: *multiple ceiling tiles being misplaced and/or lifted in the children's gross motor room (both 3-5 and preschool). -3-5 program: *a damaged ledge with exposed sharp edges. *a large carpet in the main activity space with paint stains requires cleaning. -Preschool: *a child sized loveseat placed by the porthole window showing signs of wear and tear - monitor the overall condition of this loveseat and plan for repairs.

    The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]

    Observation. Licensing observed the following in the 3-5 outdoor space: *multiple wooden logs and stumps showing progressive signs of deterioration and rot. The representative of the Licensee informed that the outdoor space for the 3-5 program will be temporarily closed to remove/replace these damaged logs and stumps. *sand in the sandbox requires a top up. -Preschool: *water/rain from the drainage pipe pooling and causing a deep puddle to be formed in the garden area. *exposed garden landscape edging and tree roots- this could pose as a tripping hazard. A discussion took place with the representative of the Licensee, a top up of soil in the garden is required. *standing water/ puddle formed in the protective surfacing area - ensure to sweep or remove the standing water prior to having children access this outdoor space.

    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. Licensing observed a large patched hole in the entry to the gross motor / nap room as well as molding off one whole wall. Manager stated a work order was completed to address this. Licensing observed the child sized sofa and chair had cracked and torn edges, compressed foam in seating. Discussed repair and or replacement with Manager. There is nowhere in the 3-5 room where an adult and child/ ren can sit together to read a book and or cuddle. Licensing supports the acquisition of soft furnishings that can accommodate at least one adult and two children. Manager expressed their support for a sofa/ loveseat (like they have in the infant / toddler rooms). Licensing observed the navy blue carpet in the book area has frayed edging and dirty. Manager stated they would place a work order to have this addressed. Licensing observed the cracks, chips and scrapes in the dry wall and paint throughout. Manager stated a work order has gone to have this addressed.

    Furniture or equipment for sleeping is used by only one child at a time, is clean and comfortable, and is appropriate for the size, age and development of the children intended to use it. [CCLR Sec. 15(2)]

    Observation. Licensing observed the children in the 3-5 room are using cots with sheets. The centre washes the sheets & any extra blankets used once a week or as required (in case of accident). The centre cleans & sanitizes the cots once a week or as required. Inquired about the shelf of blankets and one bag with a blanket squished in the corner of second shelf. Manager said the children bring their own blankets. If they forget, then they can use one of the extra blankets on the shelf. There was one child's blanket in a bag in the corner. Manager explained the families wash the children's blankets once a week. The families take blankets home on Friday and return on Monday. The children's blankets are stored in their cubbies. We went to take a look at this storage. The blankets are stuffed in the top baskets in the cubbies or wherever they can fit and at least one was crushed at the bottom where the child's boots are stored. This is not a convenient system nor more importantly hygienic. Informed Manager the staff team will need to discuss and come up with a new way of storing blankets. Provided a range of options that other programs use to store blankets in a hygienic and convenient manner. Noted that there was considerable room in the storage closet where the cots are stored for blanket storage. Having everything within easy access is time convenient. Manager stated she would discuss this with the team and then let me know what they decided re a new system.

    Observation. Manager noted that a work order had gone in for replenishing of the sand in all programs. Manager informed Licensing that all of the aging wood elements were due for replacement and this work was in progress. Licensing observed wood elements in the 3-5 yard are in worse condition than the toddler yard and similar to parts of the infant yard. Stumps have rotted out throughout. One of the posts on the hut near the sand pit has rotted such that it no longer connects with the deck (is loose and can move with foot). Observed exposed nail in the wood between stump and retaining log next to the bridge. Observed more exposed sharp nails in the corner of the yard by the irrigation cover where the 3-5 yard and the toddler yard join. Reviewed these issues with the Manager. Manager stated she was aware of some of these concerns and work orders were in process (wood elements) and some were new.

    Observation. Licensing observed limited indoor play materials available for children for both fifth and sixth programs. For the fifth floor program, Licensing observed the following: a sand table and water table stored in a storage room, one art activity at a table, two bare tables, some bare shelves throughout the main room, a table with a few blocks, a large room with building blocks and stepping stools, a book shelf with 6-8 books, and limited play items in the home-living play area. For the sixth floor program, Licensing observed a sensory table closed off with a cloth over top, a small room with one small box of Lego, a large room with a few musical instruments, some bare shelves throughout the main room, 6-8 books available, one paint activity and limited play items in the home-living play area. A Licensee must ensure that a program of activities is provided that encourages social, physical, emotional, intellectual, and creative development by way of Schedule G of the Child Care Licensing Regulation.

    Medications that staff have agreed to administer are readily accessible to staff and are administered in the correct dosage at the correct times. [CCLR Sec. 53(1)]

    Observation. For the fifth floor program, Licensing observed records indicating that a child requires a asthma inhaler. An asthma inhaler was not on-site for the child who was in attendance. Staff informed Licensing that the child only needs the inhaler when the child develops a cold. Licensing inquired about the procedure if the child developed a cold while in care and a inhaler was not readily available. Staff stated they would request more information and follow up with the family.

    Play materials and/or equipment are not safely constructed, free from hazards and in good repair. [CCLR Sec. 16(4)(b)]

    Observation. Licensing observed a pipe sticking out of a wall in the corner of the outdoor play space located on the fifth floor. The observed drainage pipe had raw edges and was uncovered. This poses a risk of injury. Licensing observed a missing brick around an at-grade drainage pipe located on the fifth floor outside play space. This poses as a tripping hazard. Licensing observed at-grade light fixtures on the fifth floor outside play space. The light fixtures had settled into the earth leaving the lights uneven and exposed with sharp edges. This poses as a tripping hazard. Licensing observed on the sixth floor outside play space, a handle for a ladder on the climber with jagged edges. This poses a risk of injury. For the sixth floor outside play space, Licensing observed tires, a table and other items placed against the fence that is shared with the toddler outside play space. Licensing was informed that these items were located in this area to prevent children from being able to access the disturbed ground located under the fence and due to the excavation of a large area in the toddler outside play space.

    Observation. Licensing observed the food and water in the emergency supplies kits to be expired on both the fifth and sixth floors. The Manager informed Licensing that they were aware of this issue and they are awaiting the ordered replacement materials.
