Observation. Licensing observed several wood stumps and logs around the play space that are rotten and loose, requiring immediate attention. Some of the stumps are in poor condition with edges that have crumbled significantly.

Observation. During the inspection Licensing observed a child in attendance that did not meet the requirements to attend a preschool program as per Schedule E of the Child Care Licensing Regulations. The Team Lead was not aware the child did not meet the age requirements or what a temporary placement was.

Observation. The manager listed on the license has not worked at the program since the end of June 2023. Licensing was not notified that the Manager had left or a new Manager had been hired.

Observation. The certificates of the Early Childhood Educators were not displayed in the facility.

Observation. During today's inspection Licensing observed the following: * An Educator tell a child "next time if you want more fish crackers you try the apples first" * An Educator offered a child a piece of apple and the child said "no apple please" the Educator gave the child a piece of apple and said one more I made the food and don't want to waste the food

Children are provided with a comprehensive and coordinated program of indoor and outdoor activities that is designed for the development and care of the children, and is appropriate for the age and development of the children. [CCLR Sec. 44(1)(a)(b)(c) and Schedule(G)]
Observation. During the inspection Licensing observed the following: * The program was celebrating a child's birthday and had birthday hats for the children, however there were not enough birthday hats for all of the children. Some children were then given Santa hats to put on. * At snack time the Educator put fish crackers on the children's plates and told them they had to wait until everyone had fish crackers before they could eat them. * A child asked on more then one occasion to go outside and was told that they were in the second group so the couldn't go outside yet. There were only 5 children outside with one Educator. Then the Educator from outside called another child to come outside while the child that wanted to go outside was still left inside.

Observation. When Licensing asked to see the staff files or the child care staff list, there was no documentation other then certificates and first aid on site.

At all times children have immediate access to an employee who holds a valid first aid and CPR certificate, is knowledgeable respecting each child's medical condition, if any, and is capable of communicating with emergency personnel. [CCLR Sec. 23(1)]
Observation. When Licensing inquired as to a child's file that stated the child had epilepsy the team lead stated they were unaware that a child had epilepsy.

Observation. Licensing observed the rubberized stripping located on the outside playground perimeter to be loose around a number of glass/glazing panels. The Manager informed that repair / maintenance is being coordinated with the building maintenance team. Licensing attempted to notify staff of arrival by way of door bell. Licensing attempted to ring the door bell multiple times with no response. After gaining entry to the building by maintenance, Licensing observed the staff and children outdoors for play. Licensing was informed by the Manager that the outdoor intercom was not working and has been removed. Licensing inquired about information on when the intercom will be repaired. The Manager was unsure of when the intercom would be replaced. Today, Licensing observed the preschool telephone number (for cell phone) posted at the sign-in/out attendance sheet. Parents / guardians are able to call this number and Educators will then be able to permit their entrance into the program space. Licensing observed a staff bathroom with a out of service sign on the door. Licensing was informed that the toilet in the bathroom was not working and that staff were using a separate bathroom outside of the program space. The Manager informed that the repair is scheduled to occur this afternoon. Licensing observed a sensory table that had a broken lid and insert. The Manager informed Licensing that the sensory table was currently not in use. Today, the Manager informed that permission has been granted to order a new water / sand table.
