    Observation. Licensing observed the following: - The two wooden garden bridges require some repairs. One bridge, located next to the sandbox, has exposed nails and a broken wooden plank. - The other bridge has a significant gap on the side, due to a low level of woodchips. - The sandbox sand level appears to be low. - The overall woodchip coverage appears to be low. The Manager has confirmed that the necessary repairs and replenishments will be addressed by the beginning of the summer.

    Observation. Licensing observed the outdoor playground has shown some wear and tear, particularly in the wooden features and structures. Sharp splinters on the tree stump, tree logs, and wooden plank at the top of the slide, wooden fencing around the slide deck, and sharp edge underneath the slide were found to be rough and potentially pose a safety hazard.

Licensing observed the following: * paint chipping on several surfaces in the program, including window sills, shelves and wooden gate at the entrance to the program * children's chairs are showing wear * a window in the children's washroom is showing significant cracking in the glass that may pose a hazard

    Observation. Licensing observed the sand play area in need of additional sand. Educators informed that a refill is scheduled to occur and prior to the summer months.

    Observation. A fence post, cut close to the ground, was observed located protruding in the top portion of the outside play space. Discussion occurred specific to a gate and fencing. Licensing requests a written plan regarding this.

    Observation. Licensing observed the depth of the loose fill - protective surfacing - measuring less than 6 inches. Until such time additional loose fill can be in place, Licensing was informed that staff will rake / sweep the material from the outside perimeters to the high impact areas.

    Observation. Licensing observed a record for a child that did not include updated information pertaining to an allergy.

    A licensee must not employ a person in a community care facility as an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry [CCLR Sec. 19(4)(a)]

    Observation. Licensing observed that an Educator's and an Assistant's certificates had not been verified via the ECE Registry on-line system.

    Prior to employing staff the manager has met with each person and has obtained the appropriate documentation. [CCLR Sec. 19(1)]

    Observation. Licensing observed that several documents were not included in the personnel files of employees, including records of work history (ie resumes), immunization status', references and criminal record check clearances. This includes an employee who is hired to teach yoga and music to the children.

    Implementation of the fire drill system is practiced at least once each month, and implementation of the emergency plan is practiced at least once each year. [CCLR Sec. 22(2)(b)(c)]

    Observation. Licensing observed that monthly fire drills are documented demonstrating their occurrence. An annual emergency preparedness drill has not occurred during the last 12 months.

    Observation. Some of the outdoor elements are aging and being monitored by staff, manager and handy person. Manager reported that sand will be replenished in the spring. (Noted the current supply is low.) Both play structures and other wood elements will be pressure washed come the spring. Staff and manager are monitoring and replacing wood planks etc. as they rot. We discussed how as the wood chips away over time the nails lift or become exposed. Manager will attend to any exposed nails and continue to monitor. Parts of the stairs from the deck to the playground have been replaced. Noted the enclosed stringer on the left hand side of the steps going down is showing rot and softer patches. Replacement should be planned for in the near future. We noted one especially soft plank in the floor board of the 3-5 play structure. Given that the toddler children have access to this level of playground structure, it is included on this report as well as the 3-5.
