The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction. They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]
Observation. Licensing observed the following: - All carpets have accumulated dirt and debris over time and either need a thorough steam cleaning or replacement. - Some area rugs located in the play area and the main entrance area have corners that are curling up, causing a tripping hazard. - The staging in the classroom shows significant wear and tear; the risers are dirty, and the corner edges are beginning to tear and fray, exposing the wood beneath. Currently, duct tape is being used in multiple areas to hold these sections together, they are no longer in good repair or easy to clean. - The kitchen space requires a deep cleaning and decluttering. - Multiple chips and scrapes along the walls, as well as chipped window sills that are no longer in good repair. - Window blinds are accessible to children, posing a strangulation hazard.

Observation. Licensing observed the following: *one of the staff members did not appear to know where the children's medications were stored. Discussion took place with the manager, all staff members must know where the medications are kept when care is being provided. Licensing also recommend implementing a system (i.e. sign in sheet) to ensure children's medications are on site when they arrive to the program. *a child's epi-pen expired in December 2024. The manager informed that the parents were notified and a new epi-pen will be obtained.

Observation. Licensing reviewed the children's files and their emergency consent cards. Several children's files were lacking digital photos of the children. Some children's photos were taken with their faces covered with masks. Discussed with the manager, Licensing recommends updating the children's photos. This is to ensure that in the event of an incident the program can provide a current record of each child if needed. (i.e. emergency, missing and wondering, etc.)

Observation. Observed that it was time for a deep clean and organization of the kitchen/ aka office/ aka storage space. Such a tiny space can get cluttered obscuring the collection of dirt and debris over time. Noted the floor between appliances required attention. Spoke with Manager about having a clean up of the multi use kitchen space and they concurred this was fair comment and would follow through. Manager showed me the damaged back of a storage unit. They confirmed they had spoken with their primary CCLO about this and CCLO had said it was okay to cover with plywood. Manager stated this was on their "to do" list. Observed Manager using a push broom and cleaning up the floor of the multi - purpose room prior to start of session. Manager stated the carpet risers are steam cleaned twice a year. Observed the condition of the multi purpose room and remarked on wear and tear since opening. The multi purpose room is used by the school for music classes throughout the day, for school lunch time / activities and the out of school care. The issues discussed below are not a reflection on staff efforts to maintain the environment. Comments reflect ongoing cleaning and maintenance issues that likely are VSB responsibilities. It could be that the VSB will conduct a deep cleaning and maintenance of the facility during spring break. However this seems unlikely as the out of school care is operating full days during the break. Noted that it was a Monday and the level of dirt and sand throughout the multi purpose room was at a level one might expect on a Friday. This was particularly evident along the wall at the floor and edges. The washroom floor also appeared unkept for a Monday afternoon. The carpet on the risers are dirty and corner edges are beginning to tear and fray, exposed wood underneath. Chips and scrapes are along the walls and the counter for the pass through window is missing veneer cover, leaving the pressed particular board exposed. Noted a bare spot in the kitchen counter finish next to the stove. Staff team remarked that they did not think the room had been painted or counters replaced since opening. Spoke with Manager and said I would make note of the above observations on the report. Stated I will require the kitchen clean up and the veneer replacement in the kitchen for now. I will consult with LMNH Childcare Manager regarding the other issues.

Observation. CCFL observed that the kitchen appeared to be cluttered and in need of a clean. There were items stacked on the counters, top of the fridge, filing cabinet, emergency supplies bin, and on the floor. The fridge also requires to be cleaned.

Observation. During the inspection Licensing observed the children leaving the room to go outside or go into the school hallway and washrooms without letting the staff know. At one point some children went outside prior to a staff going outside with them. Also Licensing observed children coming back inside from outside with no communication between the staff. Licensing recommends having a system that shows where the children are - for example having a white board or magnetic board that shows the names of the children and if they are outside, inside, or using the washroom. Licensing also recommends that the staff have walkie talkies to communicate when children are going outside or coming in.

Observation. When Licensing asked one of the staff where the epi-pens were stored, the staff stated they were unsure. Licensing observed that the epi -pens were stored in a locked drawer. Licensing also observed in the locked drawer was an epi-pen without a name and that had expired in October 2019.

Observation. CCFL observed again during this inspection children lining up being served snack. Some of the children appeared restless and one child knocked another child's snack onto the ground.

Observation. When Licensing asked how many children on site, staff were unaware and referred to the sign in /out sheet and then gave Licensing a number of children, however when Licensing counted the number of children in the room it was more then the number the staff said were on site. The staff then realized that some children had not signed in. Also it does not appear the staff did a check to ensure all children were present in the program.
