    Behavioural guidance is appropriate to the age and development of each child. [CCLR Sec.51(1)(a)]

    Observation. Licensing observed the following. Two children were in care with one Educator. Before snack the two children walked calmly through the kitchen to go wash hands in the bathroom. As the child in front was about to exit the kitchen doorway and step into the hallway the Educator put both hands on the child's upper body around the shoulder area to physically stop the child. The Educator told the two children to "line up" and stood in front of the doorway. The children stood still. The Educator then told the children to "walk", took her hands of the child in front and moved her body away from the door. Licensing discussed the interaction with the Educator and the Licensee explaining that physical redirection should not be used as a guidance strategy. The interaction could be viewed as restraining a child. In addition, stopping two children who are calmly walking to the bathroom and requiring them to "line up" is unnecessary and inappropriate.

    The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction.  They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]

    Observation. Licensing observed large holes in the drywall in the art room.

    All indoor and outdoor play materials and equipment accessible to children are suitable for the age and development of the children, safely constructed, free from hazards and in good repair. [CCLR Sec. 16(4)]

    Observation. Licensing observed that the sandbox was covered with a tarp when the children went outside and inquired if the Educator was going to open it. The Educator informed Licensing the had been told that they do not use the sandbox. Licensing asked the Licensee to remove the cover and observed that the sand levels were low. A discussion was held with the Licensee that the sandbox is part of the outdoor playground and must be made accessible to children in care.

    The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]

    Observation. Licensing observed the following: - The playhouse with slide is significantly leaning over towards the attached swings. - The playhouse with slide is no longer securely anchored to the ground and sways noisily back and forth when pushed against from the side. - The 4 x 4 foot support posts that hold up the playhouse structure are rotten at the bottom underneath the Fibar. The wood crumbles when kicked. The playhouse is at risk of falling over / collapsing and is no longer safe to use. A discussion was held with the Licensee to remove the whole structure as it is at the end of its life span. The sandbox enclosure has one wood piece that is splintered and rotten at both corners.

    Observation. Licensing observed three washcloths hanging on hooks in the bathroom and inquired with the Licensee about this practice. The Licensee stated that each child had their own washcloth, however four children were present. A discussion was held with the Licensee to provide one time single use paper towels or washcloths to avoid cross contamination.

The Licensee stated that it was too messy especially with the water and parents had complained. Licensing asked the Licensee to remove the cover and observed that the sand levels were very low. Children started playing in the sand box and one child asked for water. The Licensee filled up a bucket. The child stated they had never played in this sandbox before. A discussion was held with the Licensee that the sandbox is part of the outdoor playground and must be made accessible to children in care.

    Children are provided with a comprehensive and coordinated program of indoor and outdoor activities that is designed for the development and care of the children, and is appropriate for the age and development of the children. [CCLR Sec. 44(1)(a)(b)(c) and Schedule(G)]

    Observation. In the main activity room, materials, supplies and furniture were inaccessible to children in care. All cupboards with materials and supplies were turned against the wall with the back facing the children in care. The tables and chairs were pushed against the wall. Children were observed to be running around in the open space. In the adjacent activity room children had access to some materials and supplies with a larger table set up in the middle of the room. Children were observed to be engaged in activities sitting at the table. Staff informed licensing that the owner had instructed them to turn all cupboards around and push tables and chairs against the wall in the main activity room because they were currently running a summer program.
