Licensing observed the following: -The emergency food and water are expired. -The emergency supplies are stored in a manner where other play materials were being stacked on top of the emergency supplies. Discussed with staff, Licensing recommends relocating the play materials to ensure the emergency supplies are readily accessible in the event of an emergency.

Observation. Licensing observed 38 children in care (13 Kindergarteners to Grade 1 and 25 Grade 2 and older) with 4 staff members. Staff informed that the main activity space is being divided into 2 spaces to care for specific age groups set out in Schedule E. Several low height storage units were placed in the middle of the classroom as a means of separating the room into two. This observation was identified as contravention to Schedule E at the time of the previous inspection. When asking a staff member, they informed that the actual room dividers have been ordered but the delivery date is unknown for the time being. Despite the plan in place, Licensing observed some children moving back and forth between the two "spaces" during free play. Gentle reminders were given to the children to stay in their designated side of the classroom however this appeared insufficient to demonstrate compliance as per CCLR S.34(2)(a).

Observation. The facility is licensed for 43 children. Licensing observed the following at the March 13, 2024 routine inspection: - at 3:15, 32 children were present in the room - at 3:20, 31 children were present in the room - at 3:25, 30 children were present in the room - at 3:30, 32 children were present in the room - 14 Kindergarten to Grade 1 children were signed in, 18 Grade 2 to 3 children were signed in, for a total of 32 children. Licensing did an audit of the afternoon sign in and out records for the period of February 22 to March 13, 2024. During this is period the number of children signed in varied from 31 to 36, except on march 12 when 25 children were present. Staff informed the licensing officer that the Kindergarten to Grade 1 children were in one half of the room, and the Grade 2 to 3 children were in the other half of the room. Licensing observed there was no division between these two areas either than a few side by side low storage cabinets in the middle of the room. Licensing officer inquired if there had ever been anything else in place to divide the two areas, such as higher room dividers. Staff informed the licensing officer not for the three years they worked here. The above numbers of children exceed Schedule E maximum group size, which is as follows: Group Child Care (School Age), if any Kindergarten child or child in grade 1 is present 24 Group Child Care (School Age), if no Kindergarten child or child in grade 1 is present 30 The program manager was absent at the June 14 routine follow up inspection. Licensing had a discussion with the two lead staff that a written plan would be required how the facility will achieve compliance. The program closes in less than 2 weeks for the summer and will reopen in September, therefore the due date has been moved to September.

Observation. Licensing observed that parents were not made aware of the daily snack served to the children. The manager stated they used to post it for the parents, but no longer do. A discussion was had with the Manger in regards to posting the daily snack on a white board or chalk board located next to the sign in out sheet, or writing down the daily snack on the sign in out sheet.

Observation. The manager reported to Licensing that they had been told by the school engineer the air in the office/storage room was “bad”. The Manager informed Licensing that they had been given other office space in the school, however it kept changing.

Observation. Licensing observed that the program has removed all soft furnishes, and carpets (except for 3 small fabric chairs) and that children were playing on the hard floor. Licensing encourages the return of soft furnishes and carpets. Licensing did observe that one car carpet had been purchased. Licensing observed the children all lining up for snack. Licensing observed when it was time for one group to go outside all of the children had to go to the playground. Some children asked if they could play on the cement area in front of the program. The staff stated they all had to go to the playground. A discussion was had with the Manager in regards to the amount of storage space the program has to store the soft furnishes and carpets. Licensing shared with the Manager that other programs had fold up camping chairs and large throw pillow that took up less space to store. A discussion was also had with the Manager in regards to going back to "family style" snack, where the snack in on the tables and the children serve themselves snack and where the staff also sit and share snack with the children. The manager stated that they would discuss this with the staff.

Observation. Licensing observed that the program had more then the the programs licence which is for a maximum capacity of 43 children registered full time in the program. Licensing also observed that there were 25 children registered in Kindergarten and grade 1. The maximum group size for Kindergarten and grade 1 is 24. Also Licensing observed that the room is not set up in a way that ensures staff ratios and group sizes comply with Schedule E. For example there are no dividers that separate the space.

Observation. Licensing observed that the room was extremely cold and some children and staff were wearing their coats and hats inside. Licensing also heard some of the children saying they were cold. Licensing observed that the door and garage door to the outside were open - the staff stated this was due to the transmission of Covid 19.

Licensing also observed that the kindergarten children washed their hands and were required to sit at a table while the older children went up and got snack. The staff responsible for the kindergarten children then went up to the snack table and brought the snack to the children.

Observation. Licensing did not observe any documentation that the licensee is recording compliance with a child's care plan. When discussed with the support staff they stated they were informed they only had to document if there was a violent or aggressive incident.

Observation. License was informed that three children on site require extra support and have a support worker. When Licensing asked the support staff if they knew where the care plans were located, they stated on the desk. Licensing then asked another staff and they were unaware of the care plans. During the inspection Licensing was unable to observe any care plans.

Observation. The Manager contacted Licensing in January inquiring if an incident report was required. Licensing informed the Manager that an incident report was required and also provided the Manager with a copy of an incident form. To date Licensing has not received the incident report.

Observation. Licensing observed that the daily sign in / sign out sheet did not accurately reflect the enrolment of children. Children that are listed as mornings on the sheet attend in the afternoons and were signed in in the afternoon. Upon further review of the sign in/ out sheets, Licensing observed that these children attended regularly in the afternoon. When asked the staff were not sure of how many children in total were in attendance. The staff stated that each staff member was responsible for signing in the children in their group and putting a total number beside their group list. - This was not done. Staff were not aware of the total number of children on site.
