The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction. They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]
Observation. On August 6 2025 and on September 19 2025, Licensing observed the following: -Infant room *Washroom: unsecured toilet tank cover placed on top of the toilet tank. This could pose as a safety hazard. Replacement/repair is required. *the bottom of the nap room door, appeared to be damaged. - this item has been addressed. *Both nap rooms:- high-touch/ use areas on the dry walls appeared to show signs of wear. - this item has been addressed. *Main activity space: -the high use area on the wooden ledge, showing signs of wear and tear. - this item has been addressed. -one ceiling tile appeared damaged and broken - this could pose as a safety hazard if this tile falls directly onto a child. -Nap room in the Toddlers program *two large holes in the drywall inside the storage. - this item was addressed. *the drywall showing signs of wear and tear. - this item was addressed. The program manager informed LO that the maintenance request has been submitted to repair the toilet and the ceiling tile.

Observation. Top up of soil is required. *top up of sand in the sandbox is required. *the overall condition of resilience surfacing ground appeared to show signs of wear and tear. Licensing highly recommends monitoring these items and plan for replacement. -Toddlers Program *wooden logs and stumps showing progressive signs of decay and deterioration. *the overall play structure showing progressive signs of wear and decay. During today's visit, LO and the program manager discussed the following: *the program manager informed LO that she will meet with a new project manager to discuss the playground renovation details. Licensing will be informed once they gather more information.

During today's visit, Licensing observed that nails were removed from the stumps and the fencing. However, the condition of playground appears to be progressively deteriorating.

Observation. On June 11 2024, Licensing observed the following: In June of 2022, the CCLO for the facility stated that the playground required repair and maintenance. The Manager at that time stated the YMCA was going to apply for funding and then replace most if not all the features of the playground. YMCA now has funding in place and are prioritizing first the repair and renovation of the shared 3-5 Group Child Care yard, then the toddler yard and then lastly, the infant yard. Manager, Early Years has approached CCFL (prior to this inspection) regarding renovation process and plans. This consultation is ongoing. Upon inspection of all three yards today, the need for renovation was evident. Raised the matter of the structural integrity and safe use of the toddler structure when the 3-5 renovation takes place. The current plan is to tear down and replace the 3-5 structure and then the toddler structure at a later date. However the structure was jointed constructed. We wondered about how a separate replacement of the 3-5 side would impact the toddler side. Manager, Early Years stated she would obtain more information about this. CCFL & I/T Manager discussed the features of the I/T current structure that respects children's growing capacities and need for challenge. Many structures designed for toddler age children underestimates children's capacity at this age. Manager, Early Years, I/T Manager and CCFL remarked on the number of positive, natural features within the existing yard, e.g., appreciation for the mature trees and intentional adjacencies. Manager stated their commitment to ensuring these positive features are preserved. The infant yard features worn resilient ground tiles that have aged out as well as rotting wood features. Also noted the lack of play value, especially challenge and variety compared to the other two yards. Encouraged the Manager, Early Years to work with the Infant Staff team on enhancing the space as they renovate. Manager, Early Years will share our conversation today with the two staff teams. Manager will forward plans for CCFL to review as soon as they are available for the toddler and then infant play yards. Manager understands that any renovations must receive CCFL review and approval prior to work starting. During today's visit, Licensing was informed that the plan for renovation is still pending - This item remains outstanding.

Observation. Flooring throughout the facility was recently deep cleaned and waxed. This was evident throughout the facility. Manager, Early Years said most of the area rugs throughout will be replaced when a large order of supplies comes through. Manager, Early Years stated the facility was re-painted a number of years ago. We all noted that in many of the high use areas, there were chips and damage to dry wall as well as tears / chips/ scratches in the paint. In other areas the dry wall and paint was worn, showing considerable wear. Discussed the need to plan for painting the full facility with 2-3 years. In the meantime, high use areas could be touched up to prevent further damage. One toilet is constantly running in the toddler washroom and the second is not operational, i.e., does not flush. A work order has gone in. Manager, Early Years will follow up.
