    The licensee keeps a current record for each child showing the information required. [CCLR Sec. 57]

    Observation. All documents pertaining to the children were on site including children's files and emergency consent cards. The children's files were found to be complete. Emergency consent cards were present for each child in care and kept in the outing back pack. Noted that some of those photos are old, representing how the child looked when they first registered. While there are up to date photos on the walls of the family child care, if there was an incident of a missing child on a walk or at the park, the photo on the emergency consent card is not up to date. This means the police would not have an accurate image of the child they are looking for. Licensee stated they would review the photos and up date them. (This was discussed during last year's routine inspection.)

    All records other than those referred to in CCLR sections 56 to 58 are kept in a place from which they can be retrieved within a reasonable time, on request. [CCLR Sec. 59(b)]

    Observation. Licensee was unable to provide records relating to Section 56 (1) (f) record of minor incidents, Section 22 (2) (b) (c) emergency drills and DOLSOP Playground inspections. Licensee first stated the records were not present as he was doing his taxes. Upon further inquiry, the Licensee stated that he had taken them "away" to prepare for Licensing's inspection which he had anticipated would be later in the month. When asked why they would not be present in his home and family child care (where he reportedly lived), the Licensee stated the documents were at his other, then said wife's daycare. Licensee apologized. I explained that licensing inspections are not something one prepares for once a year like a performance, the documents are meant to be authentic and kept on site at all times. The documents are meant to be available to CCFL whenever the licensing officer comes to visit. Furthermore, I noted that while I understood the Licensee was licensed with the knowledge that his wife lived elsewhere, he must live in this home and be the primary caregiver as the Licensee of a family child care. Licensee stated this was true and that he understood. Licensee confirmed he would retrieve the documentation and ensure they are at his home, this address, at all times. Unable to confirm compliance with Section 56, 22 and DOLSOP until information is received and confirmed to be on site.

    A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].

    Observation. Licensing observed the following: * fridge temperature = 3'C - good! * children's bedding is washed weekly or more frequently if needed * single-use hand towels are available at hand sinks * liquid hand soap is available at hand sinks * bingo dabbers were observed on a shelf located in the main living area: product labels demonstrate that they are not to be accessible to children - the Licensee informed that they will not be used by the children * no bleach / water spray was available in the kitchen Licensing recommends having a soap / water spray bottle available for the kitchen so as to wash surfaces. Alternatively, a system of using a soapy wash cloth is acceptable.

  • POLICIES AND PROCEDURES / Emergency Training and EquipmentNon-critical

    Emergency exits and fire drill system are approved by a local Fire Marshal. [CCLR Sec. 22(1)(a)]

    Observation. The fire extinguisher was purchased in 2019. It has not been serviced in the past year.

    There is current log of minor incidents, illnesses and unexpected events, that did not require medical attention and were not reportable incidents described in Schedule H. [CCLR Sec. 56(1)(f)]

    Observation. A logbook is in place for the purpose of documenting minor incidents, illnesses and unexpected events that did not require medical attention and were not reportable incidents. The last entry noted was from December 5 2022.

    Observation. Of the five files reviewed, only two contained immunization status' of the children.

    Maintenance of Equipment: A log is kept of all inspections, maintenance and repairs. [Director of Licensing Standard of Practice - Safe Play Space]

    Observation. The Licensee informed that thorough checks are happening of the outside play environments for children although they are not documented.

  • STAFFING / Emergency Training and EquipmentNon-critical

    Implementation of the fire drill system is practiced at least once each month, and implementation of the emergency plan is practiced at least once each year. [CCLR Sec. 22(2)(b)(c)]

    Observation. Monthly fire drills are documented as occurring. An annual emergency preparedness drill has not occurred. As discussed, the Licensee will plan for this drill to occur.
