The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction. They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]
Observation. Overall the program equipment and furnishing is in satisfactory condition. Carpets were reported to have just been cleaned prior to September start. Manager pointed to the black markings on the floor and said the school has complained that one of their storage carts is making these marks. Manager confirmed that one of the heavy double sided storage units is making the marks. The wheels were replaced as per prior routine inspection report unfortunately most stick or stick in one direction and the unit is heavy for staff to pull. Noted that the wheels appear to be too small for the size of the unit. I pointed out some of the heavy duty road kit style castors on some of the other YMCA storage units as better options. Manager stated they would source wheels and have them replaced. While some of the required work from routine inspection October 2024 has been completed, the hole in the ceiling and the drywall repair and repaint in the cubby area has not. Since October 2024, the condition of the wall on the east side has worsened. Manager said this is on work order with the school. This was confirmed by acting Program Manager from the YMCA as well prior to this visit. Discussed options for the wall, including installing a heavy duty wall board such that the dry wall is not gouged or torn. Daycare facilities often install a hardy wall board like wainscotting along the lower third of the wall to help mitigate ongoing maintenance re heavy use. Also noted considerable cumulation of dirt and debris behind and under the shelving unit on the west wall. Noted that with the rainy and cold weather coming, pests (namely mice) move in and that the building has had pests during winter in the past. Removing possible nesting items (box in southeast corner and roll of paper plus cleaning out under the units will help. Manager said she would get on top of this.

Observation. YMCA furnishings and equipment are in satisfactory repair. One exception - Manager stated that one of the storage units on castors - the studio unit - has a malfunctioning wheel. Manager stated that his supervisor was aware and that a repair / work order was in progress. The cubby storage room is heavily used and showing considerable wear, especially on the walls from where children are hanging their back packs and coats. The dry wall has gouges and crumbling paint residue can be seen on the ground today all along the east and north walls. There is a hole in the ceiling in the north west corner, just south of the entry door. A cover is missing for the northeast lighting fixture. This is a considerable hazard as the glass can shatter in sharp shards if broken. Discussed options with Manager for the walls. Painting will be a Sisyphean task. Noted the hooks are installed on a thick wall board. CCFL's recommendation for a more sustained repair would be installing some kind of hardy wall board along the walls where children hang their belongings rather than constantly filling and painting each year. Manager agreed.

Observation. The YMCA program primarily uses the playground on the east side of the school. Today observed that fibar had drifted under the platforms (up to 12 inches piled up in drifts). High impact areas were densely packed down and shallow on depth. Manager and staff stated that this was the situation when they started up in September. During the summer, the VSB facilities teams typically service the playgrounds and redistribute and or top up the resilient ground cover. Discussed how it is in the best interests of the school and child care to ensure the fibar is evenly distributed to meet CSA / DOLSOP standards for depth of ground cover (11 5/8 inches). This will help ensure the safety of all children throughout the day including the licensed child care. Manager stated they would speak to their supervisor and facilities at the school about this.

Observation. Staff were aware they must conduct daily outdoor safety checks and keep a log of all inspections., maintenance and repairs on file for Licensing review. Daily outdoor checks were not conducted for the month of September.
