Furniture or equipment for sleeping is used by only one child at a time, is clean and comfortable, and is appropriate for the size, age and development of the children intended to use it. [CCLR Sec. 15(2)]
Observation. Children use cots for sleeping. Families provide blankets. Currently blankets are sent home once a week for washing. I was present to observe children waking up. Noted sheets were not used over the cots. Children were sleeping directly on cots with blankets. Observed wet spots where children had drooled or their nose had run in their sleep. Cots were then stacked on top of each other without cleaning or sanitizing. I inquired about this with Manager. Manager remarked that the sheets offered in catalogs do not remain on the cots and or the elastic is difficult to place over the edges of the cots. Manager said they wiped down and sanitized the cots once a week. Manager wondered if a sheet was necessary and if so, could a flat sheet be used. Flat sheets move around and do not provide desired coverage. Discussed how the sheet provides a barrier between the child and the cot surface, often eliminating the need to clean and sanitize the cot daily (unless there is an accident, e.g. urine). It can help eliminate the need to clean the floor beneath the cot during an accident. Sheets are more comfortable than the cot surface (no matter the quality) and supports health and hygiene. Daily cleaning and sanitizing of all cot surfaces is extremely time consuming. I acknowledged that sheets in catalogs with elastic can be poor quality and difficult for a child to place on the cot. Shared that most programs use traditional fitted crib sheets. Some provide them and some request families provide them. Manager said she understood and would shift to using sheets asap. Manager said she would consider asking families to bring in fitted sheets or may provide the sheets and wash them than expecting families to bring them back clean once a week. I noted that most day care programs were washing the sheets and blankets & had extras in case of accidents.

Observation. Manager reported the children continue to enjoy the outdoor play environment. Outdoor playground is new and remains well maintained since opening in October 2025. During the first routine in December 2025, CCFL observed the paint on the north exterior wall of the church was showing wear and there were a few patches of missing paint due to play impact (contact with balls and curious fingers). Observed today that the peeling has spread and worsened. Manager stated that they were aware and intended on addressing this. They are in discussions with the church. We discussed timelines.

Observation. During construction walk throughs, CCFL and applicant informed contractor that the entry fencing and gate was not secure and did not have required safety features as per regulatory requirements or approved drawings at BP. Contractor assured applicant they would address the issue and repair / replace fencing and gate, & bring both to required standard. Today noted that the fencing and gate were secure (no longer moved when grasped) but the gate hung open/ could not be closed plus there was no latch or self closure. Manager and Licensee representative confirmed they have addressed this with the contractor. They have received assurance that the closure and latch are on order. Manager and Licensee representative assured CCFL they will follow up and inform when in place. In the meantime, spoke with Licensee representative and requested a bungee or some other securing mechanism be placed on the gate to augment active supervision. Licensee representative stated this would be done. Manager and staff will continue to actively supervise the gate while in transitions in and out of the yard to help ensure safety. Observed paint on north exterior wall of church is showing wear due to active play (e.g. contact with balls, etc.). Patches of missing paint are visible throughout. Checked to see if any of the chipped paint was loose. It was not at this time. Discussed with Manager. Manager said that she and staff are monitoring carefully to ensure children are not actively peeling the paint off. Manager and Licensee representative will be speaking to church about repainting the church, and repainting with a chip resistant product. Manager will continue to monitor for safety and ensure that CCFL is informed is condition worsens.
