The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction. They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]
Observation. Overall the space is well maintained and clean, well organized. Noted that there was duct tape covering the uneven tripping hazard between the washroom and activity room flooring. The gap between the flooring also makes it difficult to clean. It appears that the transition plate between the two types of flooring, if it was there at one point, has gone missing and someone has applied duct tape to try address the issue.

Observation. Outdoor play yard at Norah Davis was made off limits in 2023 to ensure safety of children in care. See report from May 2023. The renovation project is currently underway. Facilities from Kiwassa is collaborating with the Childcare Director and Licensing to ensure the renovation meets Licensing & program requirements as well as the needs of the Norah Davis residents. Discussed plans with lead staff during inspection today. Confirmed that there would be an open area for loose parts as well as areas to seating and planting. Discussed plans and program equipment needs with Childcare Director on November 16, 2023 post inspection.

Observation. Resilient ground cover is meant to act as a protective measure, mitigating serious injury. The rubber tiles have degraded and thinned such that they no longer offer the required protection. CCFL closed the north climbing structure today to ensure health and safety. Tiles have also separated and sunk in areas resulting in a tripping hazard. Drain covers have settled (due to the uneven tiles) such that water can no longer drain. The wood under the composite on the second platform of the large climber is cracked and worn. Children cannot access other areas of the climber without this platform. The platform at the end of the monkey bars also requires replacement or removal. CCFL requires action to address the condition of both tiles and playground equipment.

A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].
Observation. The staff are using the two step method of cleaning and sanitizing. Reviewed sanitizing agents and contact time with staff. Noted there is no paper towel in the kitchen. Staff are using the paper towel from the washroom dispenser for cleaning tables. I tipped a bottle of water over on the art table and had a difficult time mopping up the water on the floor with the thin bathroom paper towels. There should be a separate supply of kitchen quality paper towels. Paper towels from the washroom do not offer adequate absorbency. Slipping hazards occur when you cannot mop up spills adequately.

Observation. The tile surfacing under the climbers in the Norah Davis yard will require replacement within two years. As the tiles are aging, some are lifting creating tripping hazards. The yard was darker than should be at this time in the afternoon. The light on the north facing wall has gone dim.
