Observation. A diaper mat was not available at the time of inspection. Staff informed Licensing that children are changed on paper towels on the floor when the diaper mat is unavailable. This practice does not provide a healthy and hygienic method for diaper changing.

The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction. They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]
Observation. - Licensing was informed that cleaning of surfaces, including eating areas and bathrooms, currently consists only of a bleach solution for disinfecting. The two-step method (soap and water for cleaning, followed by a disinfectant for sanitizing) is not being used. A resource will be provided. - Licensing observed play mats in the activity space showing visible residue build-up. - A selection of toys in the outdoor play space showed signs of surface wear and dirt, including the car table. - A crib mattress in the sleep area showed stains. Licensing was informed that it is cleaned and disinfected daily, but stains remain present.

Observation. Licensing observed the following: - An unsecured cabinet in the kitchen contained bleach and cleaning supplies, and a bottle of PineSol was found on the children’s bathroom floor, making them potentially accessible to children. The cabinet was then locked and the PineSol was relocated out of reach during the inspection. - A fire extinguisher and exercise weights were placed at a tall height, creating potential fall hazards. - A cabinet over 4 feet in height in the sleep area was not secured. All items over 4 feet must be secured to prevent tipping. - An electrical outlet in the children’s play space was not equipped with covers. Outlets are not tamperproof, and pose a safety risk when not covered.

Observation. Licensing was informed that daily inspections are conducted. During the inspection, pieces of residential garbage were observed on the ground in the child care outdoor play space, demonstrating that the inspections are not thorough.

Observation. During the inspection, the temporary replacement staff did not know the location of emergency plan supplies. As a result, staff were unable to demonstrate that they were trained in the implementation of the emergency plan.

Furniture or equipment for sleeping is used by only one child at a time, is clean and comfortable, and is appropriate for the size, age and development of the children intended to use it. [CCLR Sec. 15(2)]
Observation. There are some mats for children to use for sleeping however one child is using the sofa to sleep on. As discussed during the inspection, the sofa should not be used as a child's nap space.
