The facility, the furniture, equipment, fixtures and supplies are of sturdy and safe construction. They are easy to clean, and are clean and in good repair and free from hazards. [CCLR Sec. 13(2) and Sec. 15(1)(a)]
Observation. Tillicum annex - Noted the fluorescent light fixture over the toilets in the children's washroom is still missing a cover. The bare bulb is exposed - a very real hazard if broken. This was noted during inspection on December 12, 2025. Manager stated they would follow up again with VSB on this. This is hazard not only to the licensed child care program but to children from the school throughout the day. Kiwassa - Seniors lounge - Room is small and contained. As soon as more than 10 lively children are present and staff the noise level is noticaeable. It is difficult to have a conversation never mind hear direction over the typical chatter. Discussed with Manager how installing noise buffer panels would be of benefit to not only the school age users but the seniors as well (especially those who may be wearing - or not - hearing devices). Manager said they would discuss this further with management at the house. Also observed the one light is flickering and another is completely out. Manager stated they will follow up. South room - Observed one burned out light fixure and two without covers. Covers are required to ensure safety if bulbs are damaged / broken. Manager stated they will follow up. Discussed post retrofit clean up - highlighted the need to ensure that all HVAC features, vents, etc are cleared of dust post construction. Also wiping down of all piping and other features along the ceiling. Often in testing HVAC dust blows through the system landing on nearby light fixtures, pipes etc. Manager stated they were aware and this would be planned for.

Heated water accessible to children is heated to no more than 49° Celsius. [CCLR Sec. 47]
Observation. Ran the hot water for all three sinks downstairs. Noted that the hot water became uncomfortably hot to touch. This may be a hazard to school age children who forget to use cold water tap to mitigate the hot but most certainly is a hazard to preschool age children in Neighbourhood House drop in program. Temperature requires adjustment. Discussed mixing valves and how they work with lead staff and Childcare & Youth Manager. Program staff will follow up with handy person.

A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].
Observation. Observed staff clean and sanitize surfaces using the two step method. Spray bottles are kept in the kitchen which is out of bounds for the children. Observed that some children were throwing their dishes into the art sink post snack. Some children were placing dishes in a dish tub. Noted a staff member had to go to the art sink and place items in the tub then take them into the kitchen. Post inspection discussion with manager - Stated my appreciation for use of dishes and cutlery with snack. Discussed the need to keep art sink and dishes separate to prevent cross contamination. Also noted staff having to take two steps to take dishes to kitchen. Manager stated she would follow up on this.

Observation. There is a large crack on a southeast window (lower pane) as well as a round crack above. Manager informed me there is a work order in for this repair and it is in progress. Noted the HVAC system continues to make a loud drumming noise. This has been noted on past visits. Manager informed me that facilities has looked into this but apparently nothing can be done. Noted there was a loud buzzing sound emanating from the box below the emergency lighting near the outdoor entry to the room. I asked Manager whether this was unusual. I expressed concern that the buzzing might be related to a malfunction. Noted the ticket said the lighting was due for inspection in September 2023. Also noted that between the drumming HVAC and the buzzing emergency lighting this contributed to the ambient noise. Manager stated she had noticed the drumming HVA before but not the emergency lighting. She said she would look into it.
