    Observation. - Lock on the kitchen gate in room 39 has been replaced. - Diaper changing tables cleared of any items placed on top. However, still does not appear cleaned and sanitized.

    Observation. Licensing observed the following: - Diaper changing stations are not cleaned. There are items placed on top including a toddler toilet seat and other items. Conversation with Manager regarding the use of these areas currently, and the requirement of keeping equipment clean and hygienic at all times. - Lock on the kitchen gate in room 39 does not close properly, this item is not in good repair.

    Observation. Some children were missing information such as emergency contacts that are not a parent, medical insurance information, medical practitioner information, and photograph. A conversation was had with the Manager in regards to keeping a consistent record across main files in the office, and emergency contact cards placed inside the rooms. It is also recommended, that all children who do not currently attend the program, be taken out of the emergency cards in the first aid kit, in order for current information to be accessed by staff when required for emergency.

    Observation. Licensing observed the following: - Diaper changing mats/tables ae not clean, particularly on the sides around the edge of the table. - In rooms 39 and 65, a wire cover in the washroom has come off, with the wires exposed, and metal to be sharp.

    Observation. Licensing observed wooden fencing panels to be missing in the main yard, around the wooden house structure. One of the gaps measure to be in between 4-9 inches wide, which can be a potential entrapment hazard.

    A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].

    Observation. Licensing observed: *In room 55, the same set of cleaning and sanitizing spray bottles are being used in the activity, kitchen, and washroom area. This poses a risk for cross contamination. *In room 55, a bottle of milk was left on the counter after snack. All staff and children were outside in the playground. One staff stayed indoors with one child. Licensing notified Educator of the milk and reminded that it should be in the fridge. Educator informed that they had just finished snack, and the milk has not been sitting out too long. Licensing felt the milk container to be cold, and returned the container to the fridge. This item was corrected during the inspection.

    Observation. Licensing observed: *Refrigerator temperatures below 4 degrees Celsius. Good *In rooms 39 and 34, tension curtain rods are loose, and can fall when curtain is pulled, posing potential hazard. *In room 34, diaper changing mat is not clean *In room 39, a rubber strip on the bottom of a door within the nap room is peeling off the door, this item is no longer in good repair.

    Observation. Licensing observed the following: *Wooden climber with the red slides outside room 55 is showing signs of rotting wood. Monitor for necessary maintenance. *Circular metal vent outside room 65 is broken, and exposing sharp edges. *Standing water within rubber tires in the playground.

    Observation. Educator informed that one child has recently experienced a seizure, awaiting for doctor to return care plan instructions. Staff informed that behavioral care plans were kept at the office, and were not observed by Licensing during today's visit due to absence of the Manager. Information to be reviewed in order to determine compliance.

This item was corrected during the inspection.

    Observation. Licensing was unable to locate a record for fire drills and emergency drill. Educator informed that an earthquake drill was conducted last week.

    There is a diaper changing area that is adjacent to a wash basin, that is located away from the food preparation area, and that has a covered container for soiled clothing. [CCLR Sec. 14(4)]

    Observation. *Diapers and diapering materials were noted for several children in room 34, however the diapering table is inaccessible due to being piled up with spare clothes, potties and other stored items. *Diapers and diapering materials were noted for several children in room 39, but no diapering area or mat was observed. A discussion was held with staff and CCFL was informed that children are brought over to room 34 to access that diapering table which is currently inaccessible (see above). *The covered container for soiled diapers in the washroom in room 34 has a broken lid.

    Medications that staff have agreed to administer are readily accessible to staff and are administered in the correct dosage at the correct times. [CCLR Sec. 53(1)]

    Observation. *Staff could not easily locate a child's epi-pen or asthma medication in room 34. *CCFL observed locking boxes being used to store life saving medications in 2 of the classrooms. As the medication is stored out of reach already, a locked box is not necessary and can cost valuable time in the event of a true emergency. *An expired epi-pen was observed in room 50.

    A healthy and safe environment is provided at all times [CCLR Sec. 13(1)].

    Observation. *In rooms 34 and 39 CCFL observed sleeping mats tucked into the storage slots with the bedding sticking out and touching other bedding. This creates the possibility of cross contamination. *The doors to the staff kitchen, gym storage, laundry room, empty nap rooms and observation rooms were observed to be open, unsecured. These rooms were observed to be quite full of haphazardly stacked materials & equipment and contain tipping hazards, cleaning materials and offer many hiding places accessible to children. *CCFL observed 4 unlabelled spray bottles used for cleaning in room 34 - There were 2 observed in the children's washroom and 2 in the kitchen. *Cords that had been taped to the wall were observed to be coming loose in the nap room in room 34. This poses the possibility of entanglement. *A string of lights around the window in the main activity area in room 39 was observed to be unsecured. This is risk of entanglement. *A digital photo frame in the hall in front of room 34 was observed to be unplugged and hanging from the wall socket leaving the socket completely exposed with an invitation to plug the cord back in. *2 looped ropes were observed to be hanging down the wall in the gym. A row of benches underneath makes these ropes accessible to children should they stand on the bench. *The dishwasher in room 55 is broken. Staff are currently washing dishes in the classroom next door's dishwasher.

    Observation. *The child locks on the in-classroom teacher storage cupboards in rooms 34, 39, 50 and 65 were unsecured allowing children access to staff backpacks and bags. Staff personal belongings may contain hazardous items such as weapons or medications that could possibly harm a child.

    The entire outdoor play area is enclosed and constructed in a manner that is suitable for the age and development of children, and ensures that children are free of harm. [CCLR Sec. 16(3)(a)(b)]

    Observation. *The wooden playhouse in the main yard has become quite deteriorated. There is chipped paint and splintered, soft wood. *The wooden fence that surrounds the wooden playhouse in the main yard has 2 broken panels creating entrapment hazards. *In the back yard, the wooden porches and railings for rooms 55, 60 and 65 are quite splintery and chipped as well the wood frames surrounding the garden boxes are rotten, splintered and have exposed nails protruding from them. Staff informed CCFL that the back yard is due to be renovated and is currently closed for use. The children are temporarily rotating in and out of the main yard and forest. As the back yard is part of the licensed area, a discussion was held as to when the playground might be back in use, the maximum group size permitted at one time and the rotating outdoor play schedule.
