A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. There are tall shelves in 2 classrooms and cubbies in the hallway that are not secured and can be a topple hazard.
Corrective action. The manager said they will secure the shelves and cubbies.
11010 - CCLR s.13(1) - LICENSING
When advertising or otherwise offering services to the public, a licensee must identify the care program being offered.
Observation. The facility is licensed for one Group Child Care (30 months to school age) classroom with a capacity of 24 children. However, they are offering another room with the same program for 24 children in the room for Preschool (capacity of 20).
Corrective action. A written response is required to be submitted to Licensing with corrective action by March 23, 2026.
10060 - CCLR s.11(3) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Upon review of staff records, one is missing character references

11010 - CCLR s.13(1) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. Review of 4 staff files observed that 2 staff were missing evidence of ECE verification on file.
Corrective action. Manger said that the ECE Ministry website is not working and she will obtain it as soon as she can.

Observation. There was no ECEIT staff working in one of the Infant/Toddler classrooms for more than 30 days.
Corrective action. Please ensure that there is a qualified staff working to maintain the ratio of employee to children as permitted in Schedule E. In the event a staff is no longer employed, Licensee has 30 days to replace a qualified staff.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Review of total 14 children files observed one child was missing medical practitioner's number on file.
Corrective action. Ensure all children files are complete.
19100 - CCLR s.57(2)(d) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Review of total 14 children files observed one child was missing medical insurance plan number on file.
Corrective action. Ensure all children files are complete.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Review of 4 staff files observed that one staff was missing copy of Criminal Records Clearance (CRC), one staff crc was not site specific and one staff has RCMP clearance letter on file.
Corrective action. Ensure all staff CRC is obtained under criminal records review act.

Observation. Licensing reviewed five staff files. Two of these staff did not have a valid criminal record check and two of these staff did not have site specific criminal record checks.
Corrective action. Ensure all staff files are complete.
