- EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. The following hazardous items were accessible to children; Plastic bags and diaper rash cream in the washroom A child's medication was left on top of the cubbies.
Corrective action. The Manager will speak to the staff to keep these items out of children's reach.
11200 - CCLR s.17 - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.
Observation. ECEA staff certificate is not posted in the facility.
Corrective action. Manager said that she will post a copy of staff certificate by tomorrow.
10070 - CCLR s.11(4) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon arrival there were 7 children in attendance, however, only 4 were signed in.
Corrective action. Staff completed the attendance during inspection.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Diaper creams were accessible to the children in the washroom. Peanuts and other food items that may not be safe to eat for toddlers were accessible to children. Plastic bags were stored in the washroom and under the kitchen cabinet.
Corrective action. Please ensure that hazardous items are stored in a manner that is inaccessible for children.

Observation. A minimum of two character references were not obtained for one substitute staff.

A licensee must (b) provide to employees and parents a written statement of the licensee's policy on behavioural guidance.
Observation. There is a behavioral guidance policy in place however this policy is not currently being shared with parents.
Corrective action. Ensure to provide parents with the facility's behavioral guidance policy.

A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation. There was one nap room set up for afternoon nap time. One of the sleep mats was set up in the closet for a child in care. Although the closet did not have doors on it, the opening was completely blocked off with a couch. Licensing had a detailed discussion with the Manager regarding this practice.
Corrective action. Ensure the health, safety and dignity of children in care is maintained at all times by re-arranging the layout of the nap space so that no child is confined to a closet.

Observation. Although children are signed in/out daily, the attendance records do not indicate when a child is registered to attend but is absent.

A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.
Observation. There is a child in care with medication on site. There is no care plan in place to direct the staff on when and how to administer this medication.
Corrective action. Ensure a care plan is created in consultation with the parent to include the course of action to be taken in the event the child requires the medication to be administered.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Licensing reviewed three staff files. One of these staff members criminal record check has expired. The Manager has applied for a new criminal record check.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following was observed during today's inspection: -There are numberous areas within the facility where paint is chipping. -The metal bottom piece of the dishwasher has fallen off and laying on the floor, -The fence is beginging to rot. There are pieces of wood breaking apart and nails are exposed creating a hazard for children in care. Concerns regarding the physical envioronment have been identified at the previous two routine inspections.
Corrective action. Ensure the facility is clean and in good repair at all times. Cover the exposed nails in the fence immediately.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. In the children's washroom various diaper creams were being stored on the bottom shelf of the change table. These items were accessible to the children in care. This is a repeat contravention.
Corrective action. Ensure that children do not have access to any hazardous objects or substances.
11200 - CCLR s.17 - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Parents provide the children's bedding. The Manager identified that the bedding is sent home with families to be washed every long weekend. Licensing explained that for health and hygiene purposes the bedding should be washed, at minimum, once per week. It was also noted that one of the children's mattresses is ripped which does not allow for adequate sanitizing.
Corrective action. Establish a system to wash children's bedding regularly and sanitize the mattresses being used. Dispose of any mattresses where the plastic covering is ripped.
