    Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.

    Observation. The infant/toddler staffing throughout the facility is inadequate in that there isn't continuous IT coverage at all times in some rooms.

    Corrective action. Discussed schedule E wit the Manager in detail.

    A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

    Observation. A support workers file did not contain evidence of reference checks.

    Corrective action. Manager said they will create a staff file for the support worker.

    A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.

    Observation. Several staff working in the program at the time of the inspection did not have their certificates posted within the facility. The Licensing Officer reviewed this requirement in depth with the Manager's.

    Corrective action. Ensure certificates of educators and assistants are displayed in a prominent place in the facility.

  • EQUIPMENT AND FURNISHINGS

    A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

    Observation. In the Infant/Toddler nap rooms licensing observed the following; - The evacuation cribs have storage items inside, which will prolong the evacuation process while emptying the items to allow room for children. - Storage shelves high above sleeping cots. Some shelves had heavy items stored at the edge, which may fall directly on a napping child causing injury.

    Corrective action. Please ensure a safe environment. Licensing suggested adding a lip around the edges of storage shelves, so items can not fall off.

    A licensee must (a) ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance.

    Observation. Licensing observed a group of seven infants secured with safety straps in low rise chairs for the purpose of staying in circle time.

    Corrective action. Please ensure children are not restrained for the purpose of programming. As discussed, children will continue to learn even if they come and go or listen from a distance during circle time.

    A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

    Observation. In the six files reviewed licensing notes; - 2 files did not list emergency contacts - 2 files did not have the name and number of a medical practitioner

    Corrective action. Please ensure all required information is listed on child's files. As discussed previously, listing a medical clinic with telephone number is sufficient if a child does not have a family doctor.

    A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

    Observation. Six children's files were reviewed, one file was without a medical insurance plan number (MSP#)

    Corrective action. Please ensure all children's files are complete and current prior to them starting at the facility.

    A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.

    Observation. The emergency evacuation plan has not been implemented since becoming licensed in April 2021.

    Corrective action. Please ensure all staff participate in an annual Emergency Drill, including inspecting supplies (for expiry), taking supplies to secondary location and documenting the details of the drill.
