Observation. Four children's files were reviewed and two children did not have evidence of immunization status. The LO reviewed this with the Licensee at the time of the inspection.
Corrective action. Ensure all registration information is complete and available including immunization status.

Observation. Children's lunch kits with perishable food was not stored in an effect manner.
Corrective action. Ensure healthy eating practices are promoted which include effective storage of perishable food items.
17020 - CCLR s.48(1)(b) - OR SUPERVISION
A licensee must (a) ensure that behavioural guidance is appropriate to the age and development of the child who is receiving the guidance.
Observation. One staff redirected a child at the time of the inspection which was not in-line with the facility guidance policy and additionally that was not age appropriate. The LO reviewed this interaction with the staff at the time of the observation and then with the Licensee during the inspection.
Corrective action. Ensure behavioral guidance is age appropriate and following the facilities policies at all time.
14220 - CCLR s.51(1)(a) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Emergency supplies reviewed during the inspection. Several food items to be used in the even of an emergency were expired.
Corrective action. Ensure the program can respond and recover from an emergency.
13020 - CCLR s.22(1)(b) - POLICIES AND PROCEDURES
A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees.
Observation. Facility Screen Use Policy indicates no use of screen time. One child in care was engaged in screen time at the time of the inspection. The LO reviewed this with the staff and the Licensee.
Corrective action. Ensure staff are implementing policies and procedures.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Four children's files were reviewed and one child was missing a Medical Practitioner and Emergency contact.
Corrective action. Ensure all children's files are complete including Dr's names and contact details and Alternate / Emergency Contact details.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. The grass area in the outdoor play area is uneven and a child in care tripped over the deteriorated grass during the inspection. A dome climber has been installed in the outdoor play area. The resilient surfacing under the structure is not adequate to prevent injury in the event of a fall off the equipment. The fall zone around the structure too does not meet the standards outlined in the Director of Licensing Standards of Practice. The structure should not be used until corrected. The outdoor play area additionally has some damage toys and debris accessible to the children playing in the space. The LO reviewed these items with the manager during the inspection and the Licensee after the inspection.
Corrective action. Ensure all indoor and outdoor play materials and equipment accessible to the children are safely constructed, free from hazards and in good repair.
11190 - CCLR s.16(4)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Surfaces were not cleaned prior to sanitizing for morning snack. LO reviewed this item in depth with the manager at the time of the inspection. Children were also observed in close proximity to the sanitizing process at the time of the inspection. Shelving in the bathroom and classroom has several heavy items stored inappropriately posing a risk to the children playing in the area. Kettle stored on a counter was assessable to the children in care. A cupboard door with heavy items stored in the cupboard could not close posing a risk to the children playing in the area. The LO reviewed these items with the manager at the time of the inspection and the Licensee after the inspection.
Corrective action. Ensure a healthy and safe environment is provided at all times.
11010 - CCLR s.13(1) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Children in the program were observed not practicing hand washing prior to eating. Wash clothes were observed used to clean multiple surfaces which is an ineffective cleaning and sanitizing practice. LO reviewed these items with the manager and Licensee.
Corrective action. Ensure healthy and hygienic practices are established and practices at the facility.
15030 - CCLR s.46(1) - LICENSING
When advertising or otherwise offering services to the public, a licensee must identify the care program being offered.
Observation. Program name changed December 16, 2022. The name of the old facility is still present at the front and back of the facility which poses an identification challenge for the program. LO reviewed this item with the Licensee in depth.
Corrective action. Ensure advertising is correct and reflect of the program being offered.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Four staff files were reviewed. Two staff did not have acceptable criminal record checks available in their staff files. LO reviewed these items with the manager and Licensee.
Corrective action. Ensure all staff files are complete including Criminal Record Checks.

Observation. Four staff files were reviewed and one staff did not have their certificate validated through the ECE registry.
Corrective action. Ensure all staff files are complete including validation from the ECE Registry.

A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. A slide structure on the outdoor play area has exposed concrete at the bottom of the slide and at the base of the frame posing a risk to the children that use this equipment. LO reviewed this equipment with the Licensee during the inspection.
Corrective action. Ensure outdoor play equipment accessible to children are free from hazards and in good repair.

A licensee must have in writing from a parent, and maintain at the community care facility, consent (a) to call a medical practitioner or ambulance in case of accident or illness if the parent cannot immediately be reached.
Observation. Three children's files were reviewed and two children did not have consent from parents to utilized a medical service in the event of an emergency.
Corrective action. Ensure children's files are complete including parental consent for medical attention.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The following items require attention; - the bathroom that the children use on a regular basis shows signs of wear and tear and requires additional cleaning on a regular basis - the bathroom sink pedestal is loose which could cause an injury to the children using the sink - tape from the construction painting stage has yet to be removed from the wall in the facility that was pointed out during the initial licensing stage - two broken pieces of equipment on the playground have been placed behind equipment on the playground rather than being stored or disposed of LO reviewed these items with the Licensee during the inspection and discussed a more pro-active practice when items are damaged or broken.
Corrective action. Ensure facility furniture, equipment and fixtures are clean and in good repair.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Two cupboard doors were open with hazardous items accessible to the children in care during the inspection. The locks for the cupboard doors were not in place posing a risk to the children in care.
Corrective action. Ensure children do not have access to any object or substance that may be hazardous to their health or safety.
