Observation. Tumble mats show signs on wear and tear and have areas of exposed foam.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Supplements, cleaner and bleach in an unlocked cupboard in the kitchen, accessible through an unlocked door in the mufti age.
11200 - CCLR s.17 - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation. No safe release policy developed. Licensing observed children being picked up by persons not listed on child's authorized pick up list. No alternate documentation of pickup arrangement could be produced by the Manager said they have a verbal agreement with the parent.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. 1 of 2 staff files inspected did not contain record of immunization.

Furniture, equipment, and/or fixtures were in disrepair, including: Washroom counter damaged Washroom debris on the floor and on the walls Classroom table has damaged stickers affixed Walls appear damaged from cleaning products Outdoor garbage full and not maintained recently. The LO reviewed these items with the manager.
Corrective action. Ensure the facility, furniture and the equipment is clean and in good repair at all times.
11020 - CCLR s.13(2) - NUTRITION AND FOOD SERVICES
A licensee must (b) promote healthy eating and nutritional habits.
Observation. Children were observed eating snack at the time of the inspection. LO reviewed healthy eating habits with the staff supervising the children.
Corrective action. Ensure healthy eating and nutritional habits are promoted and followed.
17020 - CCLR s.48(1)(b) - OR SUPERVISION
A licensee must ensure that a child, while under the care or supervision of the licensee, is not subjected to any of the following: (b) confinement or physical restraint by an employee, except as authorized in a child care's plan if the care plan includes instructions respecting behavioural guidance.
Observation. Two children were observed sitting in highchairs for an extended period of time for snack and circle time. In addition one of the children was older and based on the age and development not suitable to be using the highchair. The LO reviewed this observation with the staff and manager in depth.
Corrective action. Ensure children are not confined or use equipment not developmental suitable.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Immunization status was not obtained for one or more employees.
Corrective action. Ensure all staff files are complete including immunization status.

A licensee must have first aid kits that are readily accessible to all employees, including while care is provided off the community care facility premises. Observation (CORRECTED DURING INSPECTION): At the time of the inspection the group were outdoors on the playground patio. The first aid kit was not with the group posing a risk to the children in care. The LO reviewed this item with the Manager during the inspection.
Corrective action. Ensure first aid kits are readily accessible to all employees.
11220 - CCLR s.23(2) - MEDICATION
If a licensee has agreed with a parent to give a child any medication prescribed by a medical practitioner or provided by the parent, the licensee and his or her employees must ensure that the medication is (a) administered to the child in the amount and at the times specified by the child's parent or in the child's record or care plan.
Observation. A child that requires medication has medication and a permission form available. The form however does not indicate when or how to administer to medication. The LO reviewed this item with the manager during the inspection.
Corrective action. Ensure medication forms that accompany medication are complete and accurate.
16010 - CCLR s.53(1)(a) - OR SUPERVISION
A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult. Observation (CORRECTED DURING INSPECTION): During the inspection the Manager who is the qualified educator left the group alone with a volunteer. The LO reviewed the staff to child ratio requirement with the manager during the inspection.
Corrective action. Ensure children are supervised at all time by a qualified educator,
14060 - CCLR s.39(1) - RECORDS AND REPORTING
A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation. A log book was in place in the program however it has not been used. This is a repeat contravention. The LO reviewed this item with the Manger during the inspection.
Corrective action. Ensure a record of minor accidents, illnesses and unexpected events is in place and used on a regular basis.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Four children's files were reviewed. One child did not have evidence of an Alternate Emergency Contact available. The LO reviewed this item with the Manager during the inspection.
Corrective action. Ensure all children's files are complete including emergency contact.

10050 - CCLR s.11(1) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Two children's files were reviewed and one child did not have evidence of a medical practitioner recorded. Both files additionally did not have an emergency contact name of contact details recorded.
Corrective action. Ensure children's files are complete including Dr's name and phone number and emergency contact details.
19100 - CCLR s.57(2)(d) - RECORDS AND REPORTING
A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation. Log books for recording minor injuries are not being used in the facility.
Corrective action. Ensure each program has a log book available and is regularly used for minor injuries, illness and unexpected events involving the children in care.
19050 - CCLR s.56(1)(f) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Daily attendance has missed a few occasions where children have been absent and not recorded as absent.
Corrective action. Ensure accurate daily attendance records are maintained including the children's name, absence, arrival and departure times

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. One staff and one volunteer did not have the correct criminal record checks completed or available. The LO reviewed this item in depth with the Manager at the time of the inspection.
Corrective action. Ensure all staff and volunteer's have the correct and clear criminal records checks available prior to being in attendance at the facility.
12040 - CCLR s.19(1)(a) - STAFFING
A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. Three staffing files were reviewed and none had references available.
Corrective action. Ensure staff files are complete including two references for staff and three for the manager.
