  • OR SUPERVISION

    Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.

    Observation. The whole group was combined with 32 children in one room for an afternoon snack before moving one group to the 2nd room.

    Corrective action. Licensing thoroughly discussed this with the manager. The manager said that they will split the group right after taking attendance.

  • RECORDS AND REPORTING

    The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

    Observation. The care plan was not reviewed annually with the parent or any person requested to by the parent.

    Corrective action. The manager placed the care plan aside to discuss it with the parent.

    A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

    Observation. Upon review of 12 children's records, 5 of them are missing a record of immunization status.

    Corrective action. The manager said that she will acquire this information and record it.

    A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.

    Observation. There is no current log of any minor incidents and unexpected events.

    Corrective action. Licensing thoroughly discussed this with the manager. They will start logging minor incidents from now on.

    Observation. One of the staff records is missing character references.

  • HYGIENE AND COMMUNICABLE DISEASE

    A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

    Observation. During the inspection children were observed eating snack without washing their hands and without staff disinfecting the eating surfaces prior to use. LO reviewed these and other hygiene preventative practices in depth with the Licensee and staff during the inspection. Additional resources to support these practices were also shared with the delivery of this report.

    Corrective action. Ensure the program follows suitable health and hygiene practices at all times.

  • OR SUPERVISION

    A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.

    Observation. Children were observed during this inspection entering and setting up tables in the program space without staff in attendance. LO reviewed this daily practice with the Licensee during the inspection. Pick-up practices from the various classrooms in the school will need to be adjusted in order to ensure that children are supervised at all times while in care of the Licensee.

    Corrective action. Ensure children are supervised at all times by staff of the program.

    A licensee must keep, for each child, a record showing the following information: (h) any special instruction respecting the child's diet, medication, participation in a program of activities, or other matter relevant to the child's care, (i) given by the child's parent to the licensee in writing.

    Observation. Four children's files were reviewed. One child that requires an Epi-Pen in the event of a medical emergency did not have a medication permission consent form in place for the program staff to use. LO reviewed in-depth with the Licensee and staff this item during the inspection. This is a repeat contravention.

    Corrective action. Ensure that any child that requires medication has an updated medication permission consent form complete and available to support staff during a medical emergency.

  • STAFFING

    A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

    Observation. A staff working in the program still does not have the correct Criminal Record Check in place. An RCMP check is in place but the CRC is not. The manager relayed that it should arrive within the next few weeks as their was a delay with the account.

    Corrective action. Ensure staff files are complete including the appropriate criminal record check.
