Observation. The following were observed; - the fridge's temperature in the group child care (under 36 months) program was measured at 5.2 degrees Celsius - the fridge's temperature in the multi-age program was measured at 6.7 degrees Celsius. - a square concrete block stand in the outdoor play area.

11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The wood at the top of a door, that opens into the outdoor play area, is broken.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Licensing observed the following on the attendance sheets for the month of December 2025; - one day children's time of arrival not recorded - one day children's time of departure not recorded - two days children not identified as absent
Corrective action. Will ensure that attendance records are accurate on daily basis.
19090 - CCLR s.57(2)(c) - STAFFING
Despite this section, during the half hour before a care program begins and the half hour after a care program ends, a licensee may permit children who would otherwise be grouped in different care programs, and who are arriving at or leaving the community care facility, to be grouped together and supervised other than as required under Schedule E if (a) the care program is described as Multi-Age Child Care, Group Child Care (Under 36 Months), Group Child Care (30 Months to School Age) or Group Child Care (School Age). Observation (CORRECTED DURING INSPECTION): Licensing observed the multi-age group children and group child care (30 months to SA) children mixing to do art in the GCC (30 months to SA) classroom.
Corrective action. A staff took the multi-age children into their classroom.

Observation. Licensing observed the following that are accessible to children; - a rat box trap in the outdoor play area . There is a hole on one side and potential for a child to place their hand in the hole. - the staff informed Licensing that a small garbage bag is used to place children's soiled diapers and hung on the gate/door.The bag is accessible and not in a covered bin and is thrown out once full.

11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following; - the fridge temperature in the group child care (under 36 months) program was measured at 10.3 degrees Celsius. Discussed with the staff and Manager that the fridge temperature needs to be between 0-4 degrees Celsius. -carpet, at the outdoor play area door is curling up on one side. Potential tripping hazard. - staff use a product in the first aid children on children when they injure themselves. The products have a DIN # and require parent's consent if used on the child. This is a repeat contravention.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed the following; - the blue plastic covering that covers the chainlink fence in the outdoor pay area, is ripped and broken in several areas. - a big carpet in the multi-age classroom is ripped and fraying at the corners.
Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. Licensing observed a toy car rider that is broken at the front, causing sharp edges.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. Licensing observed that the Manager's name was not posted anywhere within the facility. The Manager said that it had come down from the wall and was not put back up.

The Manager was unaware about validating staff certificates. Licensing provided information on how to complete validation for staff certificates.

11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following; - The fridge in the group child care (under 36 mnths) program was measured at 12 degrees Celsius. Licensing explained that the fridge temperature needs to be between 0-4 degrees Celsius . - In the group child care(under 36 mnths ) program 4 high chairs stacked on top of one another. Toppling hazard. The Manager said that the staff have been informed to not stack them on top of one another. - the staff use a product, in the first aid kit, that has medicinal ingredients in it on children's wounds. Discussed that any DIN # products if used on children require parents consent. The Manager will not use the product moving forward.
Corrective action. A corrective action plan to be submitted by the Manager on how this contravention will be addressed.
11010 - CCLR s.13(1) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed the following; - Informed that the bleach and water solution bottle in the multi-age program is changed every 3 days. Licensing provided education on ensuring that the bleach and water solution bottles are changed every day. - A training toilet seat sitting on the floor beside the toilet in the group child care (under 36 mnths) program.
Corrective action. The Manager will ensure that the bleach and water solution is made daily.
15030 - CCLR s.46(1) - OR SUPERVISION
A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation. In the group child care (under 36 mnths) Licensing observed a staff holding a child by the wrist and walking with them out the room and towards the outdoor play area. The child's arm was outstretched significantly and when the child fell the staff pulled the child up by their wrist. Licensing discussed with the Manager the potential hazard of pulling and holding a child under 36 mnths by the wrist.
Corrective action. A corrective action plan to be submitted by the Manager on how this contravention will be addressed.
14360 - CCALA s.7(1)(b)(i) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation. Upon a review of the staffing schedule and discussion with the Manager, Licensing determined that there is no infant and toddler (I/T) educator in the group child care (under 36 mnths) program for 1.5 hours in the AM. Licensing discussed the staff to child ratio.
Corrective action. The Manager will redo the staffing schedule and ensure that the I/T staff is always working in the program.
14030 - CCLR s.34(2)(b) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that there is not sufficient food and water for the amount of children in care and staff. There were only 2 bottles of water and several granola bars. Additionally, there is not any age appropriate food for the children under 36 months. Discussed some age appropriate food.
Corrective action. The Manager will add additional supplies for 72 hours.
13020 - CCLR s.22(1)(b) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (e) written policies and procedures respecting food and drink to be given to children.
Observation. Upon a review of the nutrition policy Licensing observed that it states that children are provided 2 snacks everyday. However, upon discussion with the Manager, Licensing determined that snack is only provided to a child if they do not have sufficient food and are still hungry. Licensing discussed that the policy needs to reflect the current practice of the facility.
Corrective action. The Manager will update the nutrition policy.
13070 - CCLR s.56(1)(e) - STAFFING
Despite this section, during the half hour before a care program begins and the half hour after a care program ends, a licensee may permit children who would otherwise be grouped in different care programs, and who are arriving at or leaving the community care facility, to be grouped together and supervised other than as required under Schedule E if (a) the care program is described as Multi-Age Child Care, Group Child Care (Under 36 Months), Group Child Care (30 Months to School Age) or Group Child Care (School Age).
Observation. Upon review of the attendance records and discussion with the Manager, Licensing determined that the multi-age group and group child care (under 36 mnths) are mixing longer than 30 minutes at the beginning of the day. Licensing had a discussion and clarified how long the programs can mix for.
Corrective action. The Manager will ensure that the programs do not mix for more then 30 minutes.

Observation. The following was noted: -Some areas where extra cleaning is required (i.e. walls in bathrooms and near light switches) -Changing mat for Infant Toddler has started to crack, not making it easy to clean. -Areas where paint has started to peel (i.e. GCC 3-5 bathroom, IT bathroom) -Soap dispenser duct taped to wall in GCC 3-5 bathroom. -Turf within GCC 3-5 playground has started to lift and can act as a tripping hazard.
Corrective action. Please ensure facility is clean and in good repair.

A licensee, other than a licensee who provides a care program described as Family Child Care or Child-minding, must have for each child at least 3.7 m2 of usable floor area in the community care facility, excluding (a) hallways, (b) built in storage areas, (c) bathrooms, and (d) fixed appliances, or, if not fixed, large appliances that are not normally moved from one area to another.
Observation. Infant Toddler (IT) program has limited storage external to the main play space. Currently there are some toys stored in the back corner which are brought out from time to time. The toys storage is currently taking up usable space. Spoke with Manager about finding an alternate location for toys, outside of the IT room as all of the floor space is needed to meet the maximum capacity for this space.
Corrective action. Please ensure that storage does not take up useable space.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Building directly behind the daycare and the infant toddler play space is currently under renovation. Manager stated that the Infant Toddler program has not been going outside as it is unsafe. On multiple occasions the facility has found small pieces of metal from the construction. When Licensing conducted the inspection, 3 small pieces of metal (nails, screws, etc) were found while inspecting the play space. Manager indicated that they were told that the construction was going to last a few months and no warning was given in regard to the renovation starting. A discussion was had with the Manager about the Infant toddler program using the Group Child Care (3-5) play space for the next few months while the building is undergoing exterior renovation. Should the construction be longer than a few months, safety measures will need to be put in place in order to mitigate the hazards noted within the infant toddler program in order for the program to be able to safely use their designated outdoor play space. Prior to the infant toddler program using this play space, please address the following: -Old toys in disrepair (i.e. missing seats, broken pieces) -Areas of plastic that was installed at the bottom half of the fence is broken in places and can be rough to the touch. Please also remove any toys that are in disrepair within the GCC 3-5 play space. Licensing also noted that in the afternoon within the both play spaces, there is minimal shade. Manager stated that they tend to only go out in the morning when there is shade. As the program is now required to have 3 service types share one play space as a temporary measure, some groups may need to come out in the afternoon when there is minimal shade. Please ensure that there is shade available.
Corrective action. Please ensure a healthy and safe environment. Please also submit a play schedule which allows for all service types to use the GCC 3-5 program while the renovations are underway next door.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed: - Bits of garbage and debris in the outside play space. - The foam on the poles of a trampoline had slipped off exposing metal (outside play space). Upon discussion with the Licensee it was noted that they intended on disposing of the trampoline. Licensee will cover the metal poles with foam until the trampoline can be removed from the facility.
Corrective action. Ensure that the care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
