  Observation. At time of inspection, several policies related to the care and supervision of the children were not available.

  Observation. Four employee files reviewed, two files did not have site specific criminal record checks.

  Observation. Four employee files reviewed, one did not have immunization records.

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. Licensing observed the following; - air freshener aerosol spray bottle in an unlocked bathroom drawer. - two metal pipes exposed in the outdoor grass play area. Tripping hazard. The Manager said that they were opened to fix the toilets by maintenance but were not covered up again afterwards.

  Corrective action. A written response to be provided to Licensing on how this contravention has been addressed.

  A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.

  Observation. Upon arrival Licensing observed that there was a big round snack table and two chairs blocking a doorway that led from one room to the other main play room. There were two children sitting at the table eating snack while other children were in one of the room eating their snack. The emergency exit door is in the main play room. Licensing explained that in the event of an emergency the children would not be able to get to the emergency door as the table and chair were blocking the doorway from the one room to the main play room.

  Corrective action. A written response to be provided to Licensing on how this contravention has been addressed

  A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

  Observation. Licensing observed the following; - outdoor area requires maintenance as it is very muddy and there are areas with deep tire marks in the grass. - thorn bushes coming in through the chainlink fence from the neighbour's yard. - A basketball hoop and basketball shooting unit that are broken.

  A licensee must (a) ensure that a community care facility has (i) emergency exits that meet the requirements of the BC Building Code, and (ii) a fire drill system that is approved as definedby section 31 of the Fire Services Act.

  Observation. Licensing observed that the fire extinguisher has not been serviced annually. The fire extinguisher should have been serviced by October 2024.

  Observation. Upon a random review of two children's records, Licensing observed that one child's MSP # has not been obtained. Licensing discussed what would meet the intent of this regulation.

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. The following items were noted at today's inspection: -Fence at the far end of the playground in broken, this was a contravention noted in the previous routine inspection (Repeat) -Broken window, is boarded up, however, there still remains some shards of glass within the window which can be hazardous. -Thorny vine growing near the entrance of the daycare. -Light covers missing from a few fixtures, please remove light bulbs from fixtures that are no longer in use. -One tall supply cabinet that is not secured to the wall and may act as a tipping hazard. -Spray bottles are not labelled, indicating their contents.

  Corrective action. Please provide a written response to indicate how you will address the contraventions noted above on or before January 29, 2024

  Observation. Manager's name has not been posted for the public to see.

• STAFFING

  A licensee must keep current records of each of the following: (b) for each employee, the records required under section 19 (1) [character and skill requirements].

  Observation. Manager could not located the file for one of the drivers for the facility. They stated that is exists, however, it could not be located while LO was on site for the inspection.

  Corrective action. Please provide a written response to indicate how you will address the contravention noted above on or before January 29, 2024

The following was observed in the outdoor play space: - there is a gutter that is hanging from the building and the bottom sharp edge is exposed - the gates leading outside of the yard still have large gaps on the side - a large portion of the fence is broken and has falled down due to a winter storm

  Observation. There is no evidence of an annul emergency evacuation to an alternate location and the Manager confirmed that this has not happened.

  Corrective action. Please ensure the policy indicates an alternate location and it is recorded when this plan is practiced annually.

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,

  Observation. 2 staff files did not have certificate validation evidence on file. This is a repeat contravention.

  Corrective action. Please ensure to have evidence of certificate validation on file for each staff that has a certificate from the Registry.

  Observation. One staff did not have a valid criminal record check on file. Police checks are not accepted.

  Corrective action. Please ensure to have a valid criminal record check on file for each staff that is done through the criminal records review board in Victoria and is facility specific. Until this staff obtains this check, they cannot be left alone with children.
