A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.

Observation. Licensing observed a plastic toy wagon that is broken. The pieces that are broken have sharp edges.

Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Licensing observed the following in the outdoor play area; - overgrown grass and weeds - one of the wooden panels for the wooden fence is broken leaving a gap. - the netting fence around an area not accessible to children is ripped. Potential for children to access the area not for children and/or cut themselves on the ripped netting.

Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.

Observation. Licensing observed that a sleeping cot is placed in front of a door and blocking the door leading out of the room. Licensing provided education on ensuring that no furniture is blocking any exits in case of an emergency or having access to the children in the nap room.

Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Licensing measured the fridge temperature at 10.3 degrees Celsius.

Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. Licensing observed the following that are accessible to children in care; - pieces of wood all over the outdoor play area. Potential for children to get splinters and/or cut themselves on the sharp edges. - Bleach and water solution bottle on the bathroom counter. The Manager moved it onto a out of reach shelf

Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.

Observation. Licensing observed that there is no log of minor incidents. Parents are informed if a child has a minor accident or illness however, it is not documented. The Manager was unaware of this requirement. Licensing reviewed and provided further education on this section of the regulation.

Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Upon a review of two staff records, Licensing observed that one staff's new certificate has not been validated through the ECE BC registry.

Corrective action. A written response to be submitted to Licensing on how this contravention has been addressed.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Licensing observed a substitute staff working at the facility, however the staff's criminal record check has not been obtained.

Corrective action. The Manager will obtain the staff's criminal record check.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. Licensing observed a substitute staff working at the facility, however the staff's references have not been obtained.

Corrective action. The Manager will obtain the staff's references.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.

Observation. Licensing observed a substitute staff working at the facility, however the staff's work history/resume has not been obtained.

Corrective action. The Manager will obtain the staff's resume.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (d) copies of any diplomas, certificates or other evidence of the person's training and skills.

Observation. Licensing observed a substitute staff working at the facility, however the staff's certificate has not been obtained.

Corrective action. The Manager will obtain the staff's certificate.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Licensing observed a substitute staff working at the facility, however the staff's immunization status has not been obtained.

Corrective action. The Manager will obtain the staff's immunization status.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. Licensing observed three diaper rash creams in the diaper change table located in the hallway and accessible to children in care.

Corrective action. The Manager will move the diaper rash creams into the hallway closet.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Licensing observed that the outdoor area grass overgrown.

Corrective action. Ensure that the outdoor area is maintained.

A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.

Observation. Licensing observed a staff working however, their certificate was not posted anywhere within the community care facility.

Corrective action. The Manager will post the staff's certificate.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. Upon a review of the attendance records for the month of June, Licensing observed two days that children's time of departure was not recorded. Licensing discussed how the attendance records is part of active supervision.

Corrective action. Ensure that the attendance records are accurate on a daily basis.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. Upon a review of three staff records, Licensing observed that references were not obtained for two staff. Licensing discussed what would meet the intent of this regulation.

Corrective action. Ensure that staff records are complete prior to the staff working at the community care facility.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Upon a review of three staff records, Licensing observed that criminal record checks for two staff were not obtained

Corrective action. Ensure that staff records are complete prior to staff working at the community care facility.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Upon a review of three staff records, Licensing observed that three staff's certificate have not been verified through the early childhood educator (ECE) registry. Licensing provided clarification what this was for and how to complete it.

Corrective action. Ensure that staff records are complete prior to the staff working at the community care facility.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Upon a review of three staff records, Licensing observed that immunization status was not obtained for two staff.

Corrective action. The Manager will obtain the immunization status for both staff.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.

Observation. Upon a review of three staff records, Licensing observed that a record of the person's work history was not obtained one staff.

Corrective action. The Manager will obtain the staff's resume.
