A licensee must (a) ensure that a community care facility has (i) emergency exits that meet the requirements of the BC Building Code, and (ii) a fire drill system that is approved as definedby section 31 of the Fire Services Act.
Observation. Fire extinguisher over due for annual service/inspection.
Corrective action. Licensee said that she will get the fire extinguisher service in a week.
13010 - CCLR s.22(1)(a) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Expired food in the emergency survival kit.
Corrective action. Please ensure that an adequate plan in place to respond and recover from emergency.

A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.

Observation. A criminal record check for a person over the age of 12 who is ordinarily present is expired in July 2024.
Corrective action. Please ensure that criminal records clearance is obtained for all individuals over 12 years old and it is renewed every 5 years.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following were observed on June 10, 2024; -A small blue sprinkler hose in the outdoor play area -An electric extension cord hanging from a shelving unit outside beside the sliding door -A pair of scissors on the shelving unit outside on the left - A wooden doll house resting on top of rolling shelve and posing a risk of injuries if tipped over -There were two tall storage baskets and a chair occupying nap room space. The naproom was untidy and two cats were resting in it.
Corrective action. Licensing observed during inspection on July 12, 2024 that all above noted items were addressed and nap room available for children.

A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. Water temperature was measured 64 degree Celsius in the washroom accessible to children.
Corrective action. Please ensure that heated water accessible to children is no more than 49 degree Celsius.
11230 - CCLR s.47 - EQUIPMENT AND FURNISHINGS
A licensee providing a care program to any child younger than 36 months of age must provide a separate sleeping area located away from any activity area.
Observation. Designated nap area and over night sleep area was not accessible to children. A dog was locked in it and it was blocked with a tall shelf.
Corrective action. Ensure that a separate sleep area is provided for children under 36 months old.
11130 - CCLR s.15(3) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that each piece of furniture or equipment for sleeping (a) is used by only one child at a time, (b) is clean and comfortable.
Observation. A toddler bed that was assigned to a younger child was being used by an older child who was lying on the bed in his pull ups.
Corrective action. Please ensure that sleep equipment is used by only one child at a time.
11100 - CCLR s.15(2)(a) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. The following were observed during inspection on Nov. 6, 2023; - Cords were hanging above the wall and one was connected to the lamp on the over head shelf. -Piles of laundry -Strong odor in all areas of house -Dog food accessible to children -A metal dirt pan in the kitchen visibly dirty -Floor and carpet visibly dirty -Shelving unit blocking the nap room was not secured or anchored.
Corrective action. Please provide a healthy and safe environment while children are in attendance.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation. Cleaning supplies and medication was accessible to children in the washroom.
Corrective action. Please ensure that children do not have access to anything that may be hazardous to their health and safety.

A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (b) a wash basin.
Observation. Upon arrival Licensing observed that staff was changing a child's diaper in the living room on the floor.
Corrective action. Please ensure that diaper change area located next to wash basin.

A licensee must do all of the following: (b) operate the community care facility in a manner that will promote (i) the health, safety and dignity of persons in care,
Observation. There were 8 puppies in the living room contained in a metal enclosure. One dog in the nap room and a cat was observed upstairs. These animals may hinder the ability to provide care when using same area and staff is working alone.
Corrective action. Please ensure that care is provided in a manner to promote health and safety of all children in care.
14360 - CCALA s.7(1)(b)(i) - POLICIES AND PROCEDURES
A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation. A copy of policies and procedures was not available to guide staff in the facility operation related to care and supervision.Children were observed watching TV more that 30 minutes.
Corrective action. Please ensure to have written policies and procedures available for staff to operate in the absence of Licensee.

Observation. No records of fire drill was found during inspection.

13050 - CCLR s.56(1)(c) - PROGRAM
A licensee, other than a licensee providing a care program described as Occasional Child Care, must provide each child with daily outdoor play periods unless weather conditions would make it unreasonable to do so. (4) Despite subsection (1), a licensee who provides a care program described as Occasional Child Care need not provide a program of outdoor activities. (5) Despite subsection (3), that subsection applies to a licensee who provides a care program described as Child-minding only if the program provides care for 3.5 hours or more each day.
Observation. Staff said that they are not going outside.
Corrective action. A licensed child care program must ensure a minimum of 60 minutes per day of outdoor active play

Observation. No records of Immunization status was found for substitute staff.

A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation. No certificate or documentation was available for first aid training by the substitute staff.
Corrective action. Please ensure that children have immediate access to staff that holds a valid first aid training for child care.
12210 - CCLR s.23(1)(a) - STAFFING
To qualify for employment in a community care facility as a responsible adult, a person must (c) have completed a course, or a combination of courses, of at least 20 hours duration in child development, guidance, health and safety, or nutrition.
Observation. There was no evidence that 20 hours of relevant courses were completed by substitute staff.
Corrective action. Ensure that staff files are complete.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. As a family child care facility the entire home is licensed space and must be kept safe and healthy at all times. The following was observed today: -There are numerous areas of the premise that are untidy and cluttered, making it difficult to ensure adequate cleaning is conducted. For example, the landing on the top of the stair case is used to store an excessive amount of items, the back of the kitchen table is full of household items, etc. -In the outdoor space there are very large shelving units placed in random spots which a child could potentially climb and pull over. -There are multiple dogs kept in the garage and this space has a strong, unpleasant odor that appears to be from animal feces. When the doors are opened this odor becomes strong even in the areas of the home where care is typically provided. Healthy and safe environment is a repeat contravention.
Corrective action. Ensure to provide a safe and healthy environment at all times.

Observation. At the time of inspection there were five children in care under the age of four. The Licensee shared that she is aware of the requirements, however, the fifth child taken in to care today was a drop in child whose family needed care.
Corrective action. Ensure to meet the group size requirements for family child care as per the Child Care Licensing Regulations.

Observation. Facility emergency supplies are stored in a covered garbage can on wheels in the backyard. The water and food supplies have expired.
Corrective action. Ensure the facility is prepared to respond and recovery from an emergency at all times.

A licensee must keep current records of each of the following: (d) written policies and procedures that are intended to guide employees in the care and supervision of children.
Observation. Policies and procedures were not available for review at the time of the inspection. The Licensee indicated that changes were recently made and a final copy has not been printed yet. Licensing explained the importance of having the policies and procedures available for review at all times for staff to refer to.
Corrective action. Ensure the facility policies and procedures are available for review at all times.

A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation. There is no log book to document minor incidents. The Licensee shared that incidents regarding specific children are written on each child's attendance sheet and this does not meet the intent of the legislation. The facility needs to have a log or book to document minor accidents, illnesses and other unexpected events which can be reviewed in one place.
Corrective action. Ensure a log/book is used to document minor incidents.
19050 - CCLR s.56(1)(f) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Children's attendance, including time of arrival and departure, is documented on individual sheets for each child. This system makes it difficult to determine how many children are in care at any one time. One intent of children's attendance is to ensure that children's attendance is readily available in the event of an emergency.
Corrective action. Ensure to have daily records of attendance that clearly indicate how many children are in care at any given time.
19090 - CCLR s.57(2)(c) - STAFFING

Observation. Licensing reached out to the Licensee in June of this year to remind the Licensee of expiring criminal record checks. However, at today's inspection it was determined that there are currently four individuals in the home over the age of 12 that do not have a valid criminal record check. The Licensee shared that she applied for the criminal record checks and is unsure as to why the process was not completed.
Corrective action. Ensure that all individuals over the age of 12 ordinarily present have a valid criminal record check.
12160 - CCLR s.20(1) - STAFFING
A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation. The Licensee's first aid expired in June 2020. The Licensee was unaware that it had expired.
Corrective action. Ensure that children have access to an individual who holds a valid first aid certificate at all times.

Observation. During today's inspection all four children were sitting on the couch in the main play area. Directly above the couch there were three floating shelves attached to the wall one above the other. These shelves were overloaded with storage bins and other items and may pose risk to children if items or shelving collapsed on to the children below.
Corrective action. Provide a healthy and safe environment to children at all times.
