- EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance. Observation (CORRECTED DURING INSPECTION): The change mat had a plastic cover in it which was in disrepair exposing paper underneath. Paper can not be adequately sanitized.
Corrective action. The plastic cover and the paper have been removed.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. Although emergency drills are conducted annually a record is not maintained.
Corrective action. A record of compliance will be maintained moving forward.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): -Two bottles of hand sanitizer accessible to children. -Medicated diaper cream accessible to children.
Corrective action. Ensure all items which may be hazardous to health and safety are inaccessible to children at all times.
11200 - CCLR s.17 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The facility fence panels are puckering in some areas causing a pinching hazard. Beginning signs of wear and tear such as splinters and wobbly board are begging to show.
Corrective action. Ensure the ccfl and the fixtures within it are in good repair.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. The following were observed at the time of the inspection; - door unlocked and open to area's not approved to offer care - closet that stores the furnace not locked - cabinet in the washroom not secured that stores chemicals - disinfectant solution not available in the washroom to use after diaper changes - wear and tear within the whole facility observed - washroom cleanliness not effective The LO reviewed all of these items with the manager at the time of the inspection.
Corrective action. Ensure play material and equipment are clean and free from hazards at all times.
11190 - CCLR s.16(4)(b) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the entire outdoor play area is (b) constructed in a manner, and using materials, that are suitable for the age and development of the children intended to use it.
Observation. The outdoor play area was observed to have the following accessible to the children in care; - loose gate latches - loose chalk board - exposed cement pillars - debris stored in the front and back of the fenced play area - loose boards on the play area fence - debris stored on the property that is hazardous to children The LO reviewed these items with the manager at the time of the inspection.
Corrective action. Ensure the outdoor play area is free from hazardous and not accessible to children.
11170 - CCLR s.16(3)(b) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Ineffective hand washing and hygiene practices were observed several times during the course of the inspection. Ineffective storage of bedding supplies also observed during the inspection. The LO reviewed these practices with the manager at the time of the inspection.
Corrective action. Ensure staff and children practice rules of health and hygiene that are effective.
15030 - CCLR s.46(1) - OR SUPERVISION
Without limiting subsection (1), a licensee must ensure that (a) children attending a community care facility are divided into groups, with each group having no more children than that permitted in Schedule E.
Observation. Upon review of the program attendance documents it was noted that on a few occasions the program had a forth child under the age of three years present. The LO reviewed schedule E with the manager during the inspection.
Corrective action. Ensure that children in attendance are no more than permitted in Schedule E.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Seven children's files were reviewed and one child did not have evidence of a medical practitioner listed.
Corrective action. Ensure all children's files are complete including Dr's name and contact details.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that the systems in place to store the emergency supplies and to respond effectively in the event of emergency were not adequate. LO discussed the emergency situation and some suggestions were provided to the Manager.
Corrective action. Please ensure to have an adequate plan and procedure in place to respond and recover from any emergency.

- EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency. Observation (CORRECTED DURING INSPECTION): An emergency exit indicated on the facility fire evacuation plan was blocked by a toy shelf on the play room. LO reviewed this item with the staff during the inspection and the staff moved the shelf during the inspection.
Corrective action. Ensure emergency exits are not blocked.
11090 - CCLR s.15(1)(b) - EQUIPMENT AND FURNISHINGS
A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.
Observation. In the nap room an electrical cord was accessible to the children resting in the area. Ants were observed near the door inside the facility posing a hazard to the children in care. The outside entrance gate does not latch and is broken posing a potential hazard to the children in care. LO reviewed these items with the staff during the inspection.
Corrective action. Ensure equipment, furniture and supplies are sturdy and safely constructed and easy to clean and free from hazards.

A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.
Observation. Facility license was posted near the entrance of the facility. The name of the manager however was not posted. The Licensing Officer (LO) reviewed this requirement with the staff during the inspection.
Corrective action. Ensure the CCFL is posted along with the name of the facility manager.
10050 - CCLR s.11(1) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Five children's files were reviewed and two children were missing details of medical practitioners and one was missing an emergency contact. LO reviewed these items with the staff during the inspection.
Corrective action. Ensure children's files are complete including Dr's name and contact details and emergency contacts.
19100 - CCLR s.57(2)(d) - RECORDS AND REPORTING
A licensee must immediately notify a parent or emergency contact if, while under the care or supervision of the licensee, the child (a) becomes ill or is injured.(1.1) In the case of a licensee who provides a care program described as Child-minding, the parent to be notified under subsection (1) is the parent who is on the premises on which the child-minding service operates.
Observation. LO reviewed the facility log book. Several incidents were children were injured were not immediately reported to the parents. The LO reviewed this requirement with the staff during the inspection.
Corrective action. Ensure parents are immediately notified when children become ill or injured.
19010 - CCLR s.55(1)(a)(1.1) - STAFFING
A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the licensee using a system established and maintained by the director of the early childhood educator registry,
Observation. Two staff working in the program during the inspection did not have validation in their staff files. LO reviewed this requirement with the staff during the inspection.
Corrective action. Ensure staff files are complete including validation of ECE certificates.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation. Two staff files working in the program during the inspection were reviewed an both Criminal Record Checks were missing. The LO reviewed this item with the staff during the inspection.
Corrective action. Ensure staff files are complete including Criminal Record Checks.
