A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation. Two bathrooms have accessible hot water measuring over 49°C.
Corrective action. Staff said the maintenance team will take a look at it.
11230 - CCLR s.47 - EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. During this inspection, Licensing observed the following: -Nap rooms had loose cords which poses as a strangulation hazard. -Two closets with sliding doors were not secured which could be a pinching hazard, and the closets contained staff personal belongings. -There is one big wooden board leaning on the wall beside a play pen in the nap room. -There were two fridges measured over 4°C and both did not have thermometers inside. -Outdoor space: some tiles are lifting and loose, and some wood are starting to show signs of rotting
Corrective action. Staff said these concerns will be addressed.
11010 - CCLR s.13(1) - HYGIENE AND COMMUNICABLE DISEASE
A licensee, other than a licensee who provides a care program described as either Preschool (30 Months to School Age) or Group Child Care (School Age), must have in a community care facility a sturdy surface for changing diapers, located outside the food preparation area, next to (a) a covered container for soiled clothing.
Observation. There are two bathrooms with no lid in the garbage containers.
Corrective action. Staff said the lids will be replaced.
15010 - CCLR s.14(4)(a) - HYGIENE AND COMMUNICABLE DISEASE
A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing determined from the staff that the bleach solution is not mixed properly making it an ineffective method of sanitizing.
Corrective action. Licensing discussed thoroughly during inspection. Staff said that they will prepare new bleach solution daily.
15030 - CCLR s.46(1) - POLICIES AND PROCEDURES
A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Licensing observed that there are plenty of emergency supplies for children and staff but not enough for babies, to respond and recover from an emergency.
Corrective action. Staff said they will add age-appropriate equipment for babies.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.
Observation. Upon review of care plans, there is no record of being reviewed annually.
Corrective action. Licensing discussed this thoroughly with the director and assistant manager during the inspection. Staff will update care plans.

Observation. Upon review of several children records, one was missing the medical insurance plan number.
Corrective action. Staff said they will get the information from the parent.

Observation. Upon review of several children's records, four children were missing emergency contacts.

Observation. A child in care was transitioned to another classroom with unfamiliar staff at the end of the day. The child fell and lost the front right tooth and no staff witnessed the fall. The parent discovered the injury moments later at pick up time. Due to the practices of transitioning the supervision of the child was not sufficient which resulted in an injury.
Corrective action. Ensure the health and safety of children is maintained especially at transition times.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed: -A visibly soiled sheet on one bed in the naproom. -The tiles and wooden deck/climbing areas in the outdoor play space are beginning to become slippery. -The tiles in the outdoor play space are shifting, resulting in gaps which are increasing. A clarifying conversation with the Manager indicated that the staff are aware and actively supervise the children to compensate . -A tall shelf in the naproom which has items stored on it not secured in any way causing it to be a tipping hazard. -A tall shelf in one of the children's bathroom is not secured causing it to be a tipping hazard. -A system to ensure yard checks are conducted prior to children using the space was not evident.
Corrective action. Ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Licensing observed a set of unused cubbies stored next to the elevator (a highly trafficked area), that are not secured to the wall, resulting in a topple hazard.
Corrective action. Please ensure a safe environment while children are in care.

Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E. Observation (CORRECTED DURING INSPECTION): Infant/Toddler Ratio - Staff to Child ratio not maintained. (IT/ECE/ASST) Licensing observed one IT and one ECEA with 8 children in the toddler room.
Corrective action. Please ensure ratio is met as defined in Schedule E. Absent staff was discussed, when an ECEA may replace an ECE.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. 4 staff files were reviewed- 2 out of 4 files were without immunization status and a 3rd was incomplete.
Corrective action. Please ensure staff files are current and complete. Employee Immunization Form (FH) is a great way to capture status results.
