- A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation. A child managed to leave the facility without being noticed by staff. He was missing for about 15 minutes before staff found him nearby.
Corrective action. Corrective action plan to be submitted to Licensing.
14060 - CCLR s.39(1) - A licensee must ensure that a child, while under the care or supervision of the licensee, is not subjected to any of the following: (b) confinement or physical restraint by an employee, except as authorized in a child care's plan if the care plan includes instructions respecting behavioural guidance.
Observation. Licensee was restraining children (over 3 years old) in highchairs during nap time, and the children occasionally fell asleep in the highchairs.
Corrective action. Corrective action plan to be submitted to Licensing.
14270 - CCLR s.52(1)(b) - A licensee must notify the medical health officer within 24 hours after (a) a child is involved in, or may have been involved in, a reportable incident described in Schedule H while under the care or supervision of the licensee.
Observation. Licensee did not notify Licensing within 24 hours as required when a child had left the facility and was missing for 15 minutes.
Corrective action. Corrective action plan required.

Observation. Inadequate systems/plan to store supplies and evacuate to safety in the event of emergency.
Corrective action. Licensee will revise the emergency evacuation plan.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation. No records of emergency drill in last 12 months.
Corrective action. Please ensure to records fire drill and emergency drill as required by the regulations.

The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. Expired criminal record check for three individuals over the age of 12, including the Licensee. Licensee has created an account to conduct CRC online but did not submit the application to obtain the results.
Corrective action. Licensee will process crc applications for all individuals for CRC.
