A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. A child was sleeping on a couch in living room area that is separated with shelves. There are items stored on tall shelves posing risk of toppling. Child may not be able to safely evacuate in case of emergency.Plastic bags were stored next to the couch and accessible to the child.

Corrective action. Please ensure that a healthy and safe environment is provided to children while in care.

A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].

Observation. No records of fire drill practiced in June 2026.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. Review of 4 children files observed two children were missing medical insurance plan number on file.

Corrective action. Please ensure that all children files are complete.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.

Observation. A record of the person's work history was not obtained for the employee that was working during inspection.

Corrective action. Please ensure that staff documentation is obtained prior to start of employment.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Immunization status was not obtained for the employee working during inspection.

Corrective action. Please ensure that staff documentation is obtained prior to start of employment.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. No evidence of ECE verification on staff file.

Corrective action. Please ensure that ECE certificates are verified when hiring a staff and every time when certificate is renewed.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

Observation. A minimum of two character references were not obtained for employees that was working at the time of inspection. .

Corrective action. Please ensure that staff documentation is obtained prior to start of employment.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. No criminal records clearance obtained for employee that was working during inspection.

Corrective action. Please ensure that staff documentation is obtained prior to start of employment.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

Observation. There are not enough emergency supplies to help prepare for and recover from an emergency.

Corrective action. The manager said the food and water have expired and she will get new ones.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. One child's set of records is missing the immunization status.

Corrective action. The manager said she will update the records.

Corrective action. The manager said she will verify it and keep a record of it.

Observation. Drawers in the washroom cabinet under the sink were exposing nails.Licensee was using the nails as a handle to open and close the drawers.

Corrective action. Licensee said that she will remove the nails from the drawer handles.

A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (a) suitable for the age and development of the children.

Observation. A child over 3 years old was observed to be sitting in the high chair. Discussed age appropriate furniture for children in care.

When advertising or otherwise offering services to the public, a licensee must identify the care program being offered.

Observation. Licensing observed preschool signage outside the facility.

Corrective action. Licensee will remove the sign board by end of the day.

A licensee must ensure that the policies and procedures referred to in subsection (1) are implemented by employees.

Observation. A video was playing on the computer for more than 30 minutes while children were eating.

Corrective action. Please ensure to implement for policies regarding screen time.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. A plastic bag stored under the washroom sink accessible to children.

Corrective action. Please ensure health and safety of children in care while attendance

A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.

Observation. One child was missing a photo or digital image on file to the purpose of identification in emergency satiation.

Corrective action. Ensure all children files are complete

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.

Observation. One child was missing date of enrollment on file.

Observation. Licensing observed the following at today's inspection; - One closet door needs to be secured from finger pinching. -There were grooming items in the washroom drawer accessible to children.

Corrective action. Please ensure that a safe and healthy environment is provided to children while in care.

Observation. Review of 4 children files observed 2 children were missing start date on file.

Corrective action. Ensure children files are complete.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. The following were observed at today's inspection; - Weed is growing all over the grass - A plastic tape is used to hold a piece of playhouse in the outdoor play yard.

Corrective action. Please ensure that facility is clean and in good repair while children are in care.

A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

Observation. Licensing observed that there was no space between the sleep mats and bedding on the mats were touching one another. This is a repeated contravention.

Corrective action. Please ensure that a program is established to practice rules of health and hygiene.

A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.

Observation. Review of staff files observed Licensee's first aid training certificate expired on July 1, 2021.

Corrective action. Please ensure that children have immediate access to an employee who holds valid first aid and CPR training.

A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

Observation. Licensing observed the following; - Two beds right beside each other. The sheets and blankets of the two beds were touching. Education had been provided at the last routine inspection about ensuring that children's bedding not be touching to stop cross contamination and spreading of germs. Education was provided again. - Licensing observed that the mat that is used to change diapers did not get cleaned and sanitized once the Manager changed a child's diaper. The Manager informed Licensing that the diaper change mat is cleaned once all the diapers have been changed. Licensing provided education on the importance of sanitizing the diaper change mat after every use.

Corrective action. Please ensure that a program has been established that instructs children in and to practice the rules of, heath and hygiene.

A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

Observation. Licensing observed all the beds in the nap room situated right beside one another. There is no space between the beds and the children's bedding on the mats are touching one another. Education had been provided before in ensuring that children's bedding not touch one another for hygiene reasons as to prevent spreading of germs and cross contamination. Education provided on having sufficient spacing between each child's mat and ensuring that children's personal belongings are stored separately and not touching.

Corrective action. Please ensure that a program is established to instruct children in and to practice the rules of health and hygiene.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Upon a review of seven children's records, Licensing observed one child's record missing emergency contact information. This is a repeat contravention.

Corrective action. Please ensure that children records are complete prior to the children attending the care facility.

The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.

Observation. Licensing observed that a criminal record check (CRC) has not been obtained for one individual over the age of 12 that is ordinarily present on the premises of the care facility. The Licensee informed Licensing that they have to complete a CRC form for the individual.

Corrective action. Please ensure criminal record checks have been obtained for all individuals over the age of 12 that are ordinarily present on the premises of the community care facility.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Licensing observed the following that have not been addressed: - The outdoor cement step leading from the cement play area to the grass play area there is still one cement step that is uneven. Potential tripping hazard. - A tall shelf in the nap area that is wobbly upon touch and not secured. The Licensee provided a written response to Licensing that indicated that this contravention had been addressed but Licensing observed that it has not. This is a repeat contravention. Education was provided to the Licensee about establishing and maintaining a safe environment while children are in care.

Corrective action. Please ensure that a safe and healthy environment is provided at all times while children are in care.

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Licensing observed that there is one wooden chair that is broken along the seat area. This is a repeat contravention.

Corrective action. Please ensure that all furniture, equipment and fixtures within the care facility are clean and in good repair.

A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.

Observation. Licensing observed that the outdoor play swing and slide set is not sturdy and wobbly upon touch. This is a repeat contravention. Licensing provided education and suggestion on making the set secure and sturdy such as tightening the screws.

Corrective action. Please ensure that all indoor and outdoor play materials and equipment accessible to children in care are safely constructed, free from hazards and in good repair.

A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

Observation. Upon a review of the attendance records for the months of December 2019 and January 2020 Licensing observed three days that children were not identified as present or absent. This is a repeat contravention. Licensing provided further education on how to maintain accurate attendance records and the intent of the legislation.

Corrective action. Please ensure that attendance records are accurate on a daily basis.
