A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. A child was sleeping on a couch in living room area that is separated with shelves. There are items stored on tall shelves posing risk of toppling. Child may not be able to safely evacuate in case of emergency.Plastic bags were stored next to the couch and accessible to the child.
Corrective action. Please ensure that a healthy and safe environment is provided to children while in care.

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.
Observation. Review of 4 children files observed two children were missing medical insurance plan number on file.

Observation. Drawers in the washroom cabinet under the sink were exposing nails.Licensee was using the nails as a handle to open and close the drawers.
Corrective action. Licensee said that she will remove the nails from the drawer handles.

A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed the following; - Two beds right beside each other. The sheets and blankets of the two beds were touching. Education had been provided at the last routine inspection about ensuring that children's bedding not be touching to stop cross contamination and spreading of germs. Education was provided again. - Licensing observed that the mat that is used to change diapers did not get cleaned and sanitized once the Manager changed a child's diaper. The Manager informed Licensing that the diaper change mat is cleaned once all the diapers have been changed. Licensing provided education on the importance of sanitizing the diaper change mat after every use.
Corrective action. Please ensure that a program has been established that instructs children in and to practice the rules of, heath and hygiene.

A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation. Licensing observed all the beds in the nap room situated right beside one another. There is no space between the beds and the children's bedding on the mats are touching one another. Education had been provided before in ensuring that children's bedding not touch one another for hygiene reasons as to prevent spreading of germs and cross contamination. Education provided on having sufficient spacing between each child's mat and ensuring that children's personal belongings are stored separately and not touching.
Corrective action. Please ensure that a program is established to instruct children in and to practice the rules of health and hygiene.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.
Observation. Upon a review of seven children's records, Licensing observed one child's record missing emergency contact information. This is a repeat contravention.
Corrective action. Please ensure that children records are complete prior to the children attending the care facility.

The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation. Licensing observed that a criminal record check (CRC) has not been obtained for one individual over the age of 12 that is ordinarily present on the premises of the care facility. The Licensee informed Licensing that they have to complete a CRC form for the individual.
Corrective action. Please ensure criminal record checks have been obtained for all individuals over the age of 12 that are ordinarily present on the premises of the community care facility.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. Licensing observed the following that have not been addressed: - The outdoor cement step leading from the cement play area to the grass play area there is still one cement step that is uneven. Potential tripping hazard. - A tall shelf in the nap area that is wobbly upon touch and not secured. The Licensee provided a written response to Licensing that indicated that this contravention had been addressed but Licensing observed that it has not. This is a repeat contravention. Education was provided to the Licensee about establishing and maintaining a safe environment while children are in care.
Corrective action. Please ensure that a safe and healthy environment is provided at all times while children are in care.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. Licensing observed that there is one wooden chair that is broken along the seat area. This is a repeat contravention.
Corrective action. Please ensure that all furniture, equipment and fixtures within the care facility are clean and in good repair.
11020 - CCLR s.13(2) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that all indoor and outdoor play materials and equipment accessible to children are (b) safely constructed, free from hazards and in good repair.
Observation. Licensing observed that the outdoor play swing and slide set is not sturdy and wobbly upon touch. This is a repeat contravention. Licensing provided education and suggestion on making the set secure and sturdy such as tightening the screws.
Corrective action. Please ensure that all indoor and outdoor play materials and equipment accessible to children in care are safely constructed, free from hazards and in good repair.
11190 - CCLR s.16(4)(b) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.
Observation. Upon a review of the attendance records for the months of December 2019 and January 2020 Licensing observed three days that children were not identified as present or absent. This is a repeat contravention. Licensing provided further education on how to maintain accurate attendance records and the intent of the legislation.
Corrective action. Please ensure that attendance records are accurate on a daily basis.
