  Observation. Indoor: There is a microwave placed on a tight space on the wall with the cord plugged on the bottom of the wall which may easily fall over the children. Outdoors accessible to children: -wood starting to rot exposing sharp edges -plastic bag -a propane tank -loose hose on the ground -two garbage bags

  Corrective action. A corrective action plan will be submitted to licensing by June 25th to address all contraventions in this report.

  A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

  Observation. The cupboard under the sink in the laundry room is unlocked and accessible to children. There was a bleach bottle and other cleaning materials in there.

  A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

  Observation. The bedsheets and blankets were stored touching each other, potentially cross-contaminating them.

  A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

  Observation. There were not enough emergency supplies to prepare and recover from an emergency. There were enough food supplies but there were only 4 bottles of water.

  A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure. Observation (CORRECTED DURING INSPECTION): The attendance record wasn't filled out for today until licensing brought it up to the manager.

  Corrective action. The manager filled out the attendance.

  A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

  Observation. Upon review several childrens' records, there were several missing immunization status.

  A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.

  Observation. They have not practiced emergency plans.

• STAFFING

  A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.

  Observation. The manager was able to explain the fire drill system but may be lacking some information. They are not able to explain the emergency plan when asked.

  Observation. Water temperature in children's washroom was measured 60.1 degree Celsius

  Corrective action. Please ensure that heated water temperature accessible to children in no more that 49 degree Celsius.

  A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

  Observation. The following were observed during today's inspection; Propane gas cylinder and garbage in a big black bag in the outdoor play area accessible to children; Hallway closet door need to be secured from finger pinching.

  Corrective action. Please ensure to provide a safe and healthy environment to children while in care.

  A licensee must (a) ensure that a community care facility has (i) emergency exits that meet the requirements of the BC Building Code, and (ii) a fire drill system that is approved as definedby section 31 of the Fire Services Act.

  Observation. Fire extinguisher service is over due. Service tag indicates that next service was due on or before May 2024.

  Corrective action. Please ensure that fire drill system is approved and valid for safety.

  Observation. Expired food and insufficient supplies on emergency kit.

Discussion about putting a lock on the cupboard.

  Corrective action. The Manages closed the door to this room and will be mindful of this

  Observation. The Manager could not find the policies and procedures for the facility for Licensing to review.

  Observation. There were 3 references on file for the Manager however two of them were copies of each other.

  Corrective action. A corrective action plan will be submitted.

  A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility.

  Observation. One staff's Early Childhood Educator certificate is in the file but not posted in the facility.

  Corrective action. Please ensure all staff that hold a certificate issued by the ECE Registry has it posted in the facility

  Observation. The ECE certificate of the Manager is not posted in the facility.

  Corrective action. Please ensure that any staff that hold a certificate issued by the ECE Registry, has it displayed in the facility.

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

  Observation. The Manager did have a criminal record check clearance letter on file, however it is not site specific.

  Corrective action. Please ensure that all staff that work in the facility have a clearance letter specific to the facility's name.

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.

  Observation. The Manager did not have a resume on file.

  Corrective action. Please ensure that any staff that work in the facility has a complete file.

• STAFFING

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

  Observation. The Manager does have a valid ECE certificate but it has not been verified on the ECE Registry website yet.

  Corrective action. Please ensure that any staff that hold a certificate issued by the ECE Registry has it verified on the website.
