A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene. Observation (CORRECTED DURING INSPECTION): The facility change mat was covered with fabric which results in ineffective sanitizing after each diaper change.
Corrective action. The fabric sheet was removed from the change mat and the Licensee demonstrated that sanitizing supplies were available.

A licensee must ensure that each employee (c) practices implementing the emergency plan at least once each year.
Observation. The emergency plan had not been practiced in over a year.
Corrective action. The licensee said they will schedule an emergency drill as soon as possible.

Corrective action. Manger said that she will post her name as a manager in the facility.

A licensee must: (b) have an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.
Observation. Fire extinguisher over due for annual service.
Corrective action. Licensee will provide written response to address it.
13020 - CCLR s.22(1)(b) - RECORDS AND REPORTING
A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.
Observation. No systems to record minor incidents or unexpected events.
Corrective action. Education was provided and Licensee will create systems to log minor incidents.

- EQUIPMENT AND FURNISHINGS
A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation. There is standing water in a large lid outside in the yard. Standing water must be dumped daily. There is a new swing set in the backyard that is on the grass. Grass is not an appropriate resilient surfacing.
Corrective action. Manger explained they will dump the water today when they go out in the yard. The manager will look into ground surfacing for the swing set. The Safe Play Standards of Practise will be sent to the Manager as a resource. In the meantime, the swing set is not to be used by children.
11010 - CCLR s.13(1) - EQUIPMENT AND FURNISHINGS
A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation. The baseboard heater in the children's washroom needs cleaning and up keep. Signs of rust are starting to appear.
Corrective action. Manager will clean and address the heater.
11020 - CCLR s.13(2) - LICENSING
A licensee must display in a prominent place in the community care facility the certificate, or a copy of the certificate, of any educator or assistant employed to work in the community care facility. Observation (CORRECTED DURING INSPECTION): One staff that works in the facility did not have her ECE Assistant certificate posted.
Corrective action. Manager posted it during the inspection.
10070 - CCLR s.11(4) - RECORDS AND REPORTING
A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure. Observation (CORRECTED DURING INSPECTION): Attendance records showed two days with no departure times and there was not attendance taken for today, however 6 children were present.
Corrective action. Manager explained they had forgotten to fill in the times and completed it during the inspection.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation. Immunization status was not obtained for one staff..
Corrective action. Manager has asked staff for immunization status.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)
Observation. One staff has not had her ECE Assistant certificate validated on the ECE Registry website.
Corrective action. Manager explained they will validate on the website and print out for the file.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.
Observation. One staff does not have references noted in her file.
Corrective action. Manager explained she spoke to one reference on the phone and have asked staff to bring more. Reference checks should be documented in the file.

Observation. One staff that works in the facility does not have a site specific cleared criminal record check on file.

Observation. The following was observed inside: -ceiling in one of the playrooms is showing water stains with some black markings -ceiling in the main playroom is showing signs of disrepair - paint chipping, drywall tape showing through and peeling -chipping and peeling paint throughout the facility and on the window sills as well
Corrective action. Please ensure the facility is in good repair and children do not have access to chipping paint.

Observation. The following was observed outside: -the black tarp that is underneath the resilient ground surfacing is starting to come through and presents a tripping hazard. The following was observed inside: -ceiling stain in one playroom due to water damage - ensure there is no mold -no single use towels in the washroom for children to dry hands with -two cloth towels hanging on the towel rack - remove to ensure they are not used by multiple people -Febreeze spray, Lysol spray and bleach and water spray bottle all accessible to children -closet door in nap room is not secure and appears to be off the track completely - children not to go in this room until it is repaired
Corrective action. Please ensure a safe and healthy environment at all times

Corrective action. Please ensure all staff files are complete prior to employment. A system should be put in place to ensure that all staff records are complete prior to them working with the children.

Observation. One wooden fence panel in the backyard has pieces missing.
Corrective action. Please ensure good repair of the fence that encloses the outdoor play area and that this area is not accessible to children until it is repaired.
