A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

Observation. One cloth towel in the washroom for children to share for drying hands after washing.

Corrective action. Licensee will have paper towel for hand washing procedure.

A licensee must (a) ensure that a community care facility has (i) emergency exits that meet the requirements of the BC Building Code, and (ii) a fire drill system that is approved as definedby section 31 of the Fire Services Act.

Observation. Fire extinguisher recertification is required as it expired in May 2025.

Corrective action. Licensee will take it for inspection.

A licensee must keep, for each child, a record showing the following information: (b) date of enrolment in the community care facility.

Observation. Review of 4 children files observed one child was missing date of enrollment.

Corrective action. Corrected during inspection.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Review of 3 children files observed one child was missing doctor's name and phone number on file.

Corrective action. Licensee said that they will contact parents to receive missing information

A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

Observation. Review of 3 children files observed one child was missing medical insurance plan number on file.

Corrective action. Ensure all children files are complete

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

Observation. Two staff were missing evidence of ECE certificate verification on file.

Corrective action. Licensee said that they will follow the on-line procedure to print the verification

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. One new hire did not have a copy of CRC on file.

Corrective action. Licensee said that they will use the sharing form to obtain a copy of CRC.

A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

Observation. Review of 3 children files observed one child was missing name and contact information of medical practitioner.

Corrective action. Ensure all children files are complete.

Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (b) character references in respect of the person.

Observation. A minimum of two character references were not obtained for the volunteer.

Corrective action. Ensure all records are obtained from volunteers.

A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.

Observation. Licensing observed a toy shelf need to be secured from tipping over in case of earthquake.

Corrective action. Please ensure a healthy and safe environment is provided to children at all time.

A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.

Observation. Licensing observed the following hazardous items were accessible to children; -Plastic bags stored under the kitchen sink and under washroom sink - A knife was found in the kitchen drawer

Corrective action. Please ensure children do not have access to anything that may be hazardous to their health or safety.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

Observation. Immunization status was not obtained for one or more employees.

Corrective action. Please ensure staff files are complete.

A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. Observation. Review of 2 staff files observed both staff were missing their ECE certificate verification on file.

Corrective action. Please ensure staff files are complete

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

Observation. Review of 2 staff files observed one staff's CRC is not site specific.

Corrective action. Please ensure staff files are complete. Please contact CRC review agency to obtain a copy shared CRC for the employee.

A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (c) a record of the person's work history.

Observation. A record of the person's work history was not obtained for one or more employees.

Corrective action. Please ensure that staff files are complete

A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.

Observation. Licensing observed that there are two wooden chairs, in the covered outdoor play area, with cushions on them that have dirt and many stains. Licensing provided education on the importance of ensuring that all furniture is cleaned and sanitized. The Manager informed Licensing that they will remove the cushions and chairs.

Corrective action. Please ensure that the furniture, equipment and fixtures within the care facility are clean and in good repair while children are in care.

The licensee must (b) review the care plan at least once each year with a parent of the child requiring extra support and any person requested by the parent.

Observation. Licensing observed that there is a child who has a care plan in place. However, there was no evidence that the care plan had been reviewed at least once a year. The Manager informed Licensing that they had spoken to the parent about the care plan in January. Licensing provided education on what would meet the intent of this regulation.

Corrective action. Please ensure that a care plan is reviewed at least once each year with a parent of the child requiring extra support and any person requested by the parent.

A licensee must keep current records of each of the following: (f) a log of minor accidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.

Observation. Licensing observed that there is no minor log book available to review. The Manager informed Licensing that the old log book was full and has not been replaced yet.

Corrective action. Please ensure that current records are kept of the following; a log of minor incidents, illnesses and unexpected events involving children, that did not require medical attention and were not reportable incidents described in Schedule H.

A licensee must ensure that each employee (b) practices implementing the fire drill system at least once each month.

Observation. Upon a review of the fire drills for the year 2020 Licensing observed that a fire drill was not practiced for the month of June.

Corrective action. Please ensure that a fire drill system is practiced at least once each month.
