• RECORDS AND REPORTING

  A licensee must keep current records for each child showing (a) the information set out in subsection (2), (b) if applicable, the information and agreements set out in subsections (2.1) and (2.2), and (c) the consents referred to in subsection (3).

  Observation. A child's records had not been obtained. The child no longer attends however, was in attendance prior.

  Corrective action. The Manager will ensure that all children's records are kept.

  19060 - CCLR s.57(1)(a)(b)(c)

• Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (b) character references in respect of the person.

  Observation. Licensing observed a volunteer working, however, character references were not obtained for the volunteer.

  Corrective action. A written response to be submitted to licensing on how this contravention has been addressed.

• Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

  Observation. A volunteer working alone with children did not have the qualifications as an early childhood educator (ECE). Therefore, staff to child ratio was not being maintained.

  Corrective action. A written response to be submitted to licensing on how this contravention has been addressed.

  14030 - CCLR s.34(2)(b)
• Despite this section, licensee may employ a person as a volunteer who does not provide care to children or supervise children if the licensee or the manager has first met with the person and obtained all of the following (c) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

  Observation. Licensing observed a volunteer working, however, immunization status was not obtained for the volunteer.

  Corrective action. A written response to be submitted to licensing on how this contravention has been addressed.

• EQUIPMENT AND FURNISHINGS

  A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child. Observation (CORRECTED DURING INSPECTION): Licensing observed a child's epi-pen in their backpack that is accessible to children in care.

  Corrective action. The Manager moved the backpack out of children's reach.

• RECORDS AND REPORTING

  A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure. Observation (CORRECTED DURING INSPECTION): Upon a random review of five days of the attendance records for the month of December 2024, Licensing observed that child(ren) were not identified as absent.

  Corrective action. The Manager wrote absent on the attendance sheets and will ensure that the attendance record is accurate.

• RECORDS AND REPORTING

  A licensee must keep, for each child requiring extra support, a current care plan showing the following information: (b) the courses of action recommended by health care professionals to address the needs of the child requiring extra support.

  Observation. Upon a review of a child's record who has a care plan in place, Licensing observe that the care plan does not include the course of action recommended by health care professionals for a child requiring additional support. The Manager was able to explain the courses of action however, Licensing explained that it needs to recorded. Licensing discussed on how often to review a care plan.

  Corrective action. The Manager, with the child's parent, will update the care plan to include the courses of action.

  A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

  Observation. A random sampling of children's files indicated that one file was missing immunization status.

  Corrective action. Ensure to have this information on file for each child.

• EQUIPMENT AND FURNISHINGS

  A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.

  Observation. The nap mats are starting to rip at the corners and one nap mat had a larger tear.

  Corrective action. Ensure furniture and equipment is in good repair and can be sanitized effectively.

  A licensee must supply equipment, furniture and supplies that are (a) of sturdy and safe construction, easy to clean and free from hazards.

  Observation. The nap mats are torn and need to be replaced. The Manager stated new ones have been ordered.

  Corrective action. Ensure equipment used by children is in good condition and can be sanitized effectively.

• POLICIES AND PROCEDURES

  A licensee must have all of the following: (b) an emergency plan that sets out procedures to prepare for, mitigate, respond to and recover from any emergency.

  Observation. The emergency supplies need to be replenished and more supplies are needed.

  Corrective action. Please ensure to have enough emergency supplies in the event that evacuation from the facility is required.
