• STAFFING

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation)

  Observation. Education Assistant certificate was not verified for one staff

• HYGIENE AND COMMUNICABLE DISEASE

  A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.

  Observation. LO observed and discussed the following with the staff: Tables were not sanitized before using ( for children's snack).

  Corrective action. Ensure that all high touched surfaces are appropriately cleaned and sanitized.

• RECORDS AND REPORTING

  A licensee must keep, for each child, a record showing the following information: (c) daily attendance record, indicating for each day whether the child is absent or, if the child is present, the time of arrival and departure.

  Observation. 2 children were not signed out when they were picked up by their parents.

  Corrective action. Ensure to keep accurate record of time of arrival, departure and absence for each child.

• STAFFING

  A licensee must not employ a person in a community care facility as (a) an educator or an assistant unless the person holds a certificate issued under Division 2 [Employee Qualifications], which must be verified by the system maintained by the early childhood educator registry. (Educator or assistant certificate validation) Observation (CORRECTED DURING INSPECTION): A staff member's ECE certificate was not validated.

  Corrective action. Ensure all staff files are complete.

• LICENSING

  A licensee must display in a prominent place in the community care facility both the licence, including any terms or conditions of the licence, and the name of the manager.

  Observation. Manager's name not posted in the facility.

  Corrective action. Ensure that manager's name is prominently displayed in the facility.

• RECORDS AND REPORTING

  A licensee must keep, for each child, a record showing the following information: (d) name and telephone number of a parent, medical practitioner and emergency contact.

  Observation. Two children were missing medical practitioner's name on file.

  Corrective action. Ensure all children's files are complete.

  A licensee must keep, for each child, a record showing the following information: (a) name, sex, date of birth, medical insurance plan number and immunization status.

  Observation. Review of 7 children files observed one child was missing medical insurance plan on file.

  Corrective action. Ensure all children files are complete

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

  Observation. Immunization status was not obtained for one or more employees.

  Corrective action. Ensure staff files are complete

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (b) character references in respect of the person.

  Observation. Review of two staff files observed one staff has only one copy of reference on file.

  Corrective action. Ensure all staff files are complete.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.

  Observation. Criminal Record Check (CRC) from CRC review program was not obtained for two staff.

  Corrective action. Ensure all staff files are complete.

• OR SUPERVISION

  Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.

  Observation. School Age, incl. K or Gr. 1 - Staff to Child ratio not maintained. (RA) At arrival there was one responsible adult with 17 children. The Licensee arrived 35 minutes later.

  Corrective action. Ensure the facility maintains adequate staff to child ratio as per the Child Care Licensing Regulations Schedule E.

• STAFFING

  A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.

  Observation. Licensing reviewed two staff files. One staff did not have a valid criminal record check and one staff did not have a site specific criminal record check.
